  Chu Zhilin, born in 1964, started working in 1986, and joined the Communist Party of China in 1991.

Served as Party Committee Member and Deputy Director of the Public Security Bureau of Tonglu County, Zhejiang Province, Party Secretary and Director of the Tonglu County Safety Production Supervision Administration, Secretary of the Party Committee of Jiangnan Town, Tonglu County, Member of the Standing Committee of the Party Committee of Chun'an County, Zhejiang Province, Secretary of the Party Committee and Director of the County Public Security Bureau, Zhejiang Province Member of the Party Working Committee of Hangzhou Economic and Technological Development Zone, Secretary of the Party Committee and Director of the Economic and Technological Development District Bureau of the Municipal Public Security Bureau (resigned from public office in July 2018).

  In November 2020, the People's Court of the former Xiacheng District of Hangzhou City sentenced Chu Zhilin to the crime of accepting bribes. The amount of bribes received was more than 9.55 million yuan. He was sentenced to ten years and three months in prison and a fine of 900,000 yuan.

He claims to be smart and collects money by "investing" in the name of his wife

  "My tragedy started with these so-called'investments'," Chu Zhilin wrote in his confession.

  In 1986, after graduating from the police academy, Chu Zhilin became a policeman in a police station in Tonglu County. After that, he moved to many township police stations and gradually became a deputy director and director.

In 2001, he entered the ranks of management cadres in Tonglu County. Since then, he has served as deputy director of the county public security bureau, director of the county safety supervision bureau, and secretary of the Jiangnan Town Party Committee.

  Chu Zhilin, who had a smooth career, was troubled by his wife Yu's work.

After Yu resigned from his original unit, he opened a clothing store and a teahouse, but they were all shut down due to poor business. In 2007, he began to spend his time at home.

Chu Zhilin felt that it was too hard for Yu to open a store for many years, so it was easy to invest in friends and do business.

As a result, he began to take Yu to various social gatherings.

  "I am a leader, big or small, with a certain amount of power in my hands to do things for others, and I can get in touch with some wealthy bosses. The so-called "friends" to invest, in fact, to invest in the bosses I know well." Chu Zhilin said.

  According to the case-handling personnel, when Chu Zhilin was the deputy director of the Tonglu County Public Security Bureau, he met Shen, the owner of the entertainment venue, and the two had a close personal relationship.

In 2007, Shen was under criminal detention on suspicion of illegal sand mining. Chu Zhilin, who had left the public security team at that time, still greeted him and interceded. Shen was very grateful for this.

  Later, when Chu Zhilin and his wife revealed to Shen that they had investment ideas, Shen immediately offered to "borrow" 3.4 million yuan from Yu at a monthly interest rate of two cents (annual interest rate 24%), and pay 68,000 yuan in cash every month.

In this regard, both parties knew well that Shen hoped to use this to convey benefits to Chu Zhilin in exchange for long-term care, while Chu Zhilin hoped to “make a little money” in the name of “investment”.

  As a result, for this loan with no agreed repayment period, Shen paid a total of 4.08 million yuan in interest for five consecutive years, which was more than 2.74 million yuan more than the bank's highest interest rate during the same period.

In order to "repay the peach for the plum", Chu Zhilin assisted Shen on the matters requested by Mr. Shen. In matters such as illegal sand mining, KTV trouble shooting, investment company acquisition, children's schooling and other matters that need to be dealt with with government departments, Chu Zhilin will come forward to speak for his platform Affection.

  In order to further consolidate the relationship with Chu Zhilin, Shen also proposed to transfer his own shares of a company that is about to be listed to Chu Zhilin at an internal employee price, and signed a "stock holding agreement" with Yu.

It was later confirmed by the Hangzhou Price Certification Center that the stock that Chu Zhilin and his wife actually invested 3 million yuan to buy had a market value of more than 4.02 million yuan that day.

In order to make Chu Zhilin feel at ease, Shen also deliberately promised that if the stock is not successfully listed, he can return the original price.

  "At the beginning of'investment', Chu Zhilin thought about his career and set a'bottom line'-not to invest in management objects or not to invest in his own jurisdiction. He believed that as long as he achieved these two points, there would be no risk of corruption. As the'return on investment' increases, once the desire to make money opens up, his'bottom line' will be broken by itself." The case handler said.

  When Chu Zhilin was the party secretary of Jiangnan Town, Tonglu County, a piece of land of more than 80 acres near the Zhaixi Bridge in his jurisdiction was auctioned off. A municipal gardening company won the right to use the land, but construction has not yet started.

According to regulations, if construction has not started for two years, the transferor shall have the right to recover the land without compensation.

In order to preserve the land, Liu, the owner of the company, approached Chu Zhilin and asked him to help delay the construction time.

With the help of Chu Zhilin, Liu got what he wanted.

Later, the land price rose. In February 2010, Liu completed the land transfer in the form of equity transfer and obtained nearly 10 million yuan in profit from the land price difference.

In order to express his gratitude, Liu gave Chu Zhilin a lot of tobacco and alcohol gifts and 100,000 yuan in cash.

  Later, Liu invited Chu Zhilin to invest in his own mine in Fuyang District, Hangzhou, without the need for funds, and said that “investing a principal of 300,000 yuan and getting a fixed return of 100,000 yuan per year”.

Chu Zhilin agreed happily and took out the 100,000 yuan Liu gave him before, and he added another 200,000 yuan to him and asked Yu to send it to Liu's office.

  In fact, the 300,000 yuan was not invested, and Chu Zhilin had never been to the Fuyang mine project site or asked about the project. He just collected a fixed return of 100,000 yuan every year until the incident occurred.

Liu Mou frankly stated in his testimony: "The annual return of 100,000 yuan to Chu Zhilin is fixed and has nothing to do with the profit or loss of the project. The investment is just a name."

  Without having to participate in project management, but being able to receive high returns on a fixed basis, Chu Zhilin has tasted the sweetness of "power investment".

In 2011, after being promoted to the Standing Committee of the Chun'an County Party Committee, Secretary of the Party Committee and Director of the County Public Security Bureau, Chu Zhilin invested 300,000 yuan in the team of his old classmate Luo in the name of Yu, and earned 10,000 yuan a month for a total of 840,000. Yuan.

Chu Zhilin took advantage of his position to provide assistance with Luo's motorcade violations, car accident handling and other matters.

  According to Chu Zhilin's account, before resigning from public office, the couple invested in 7 projects abroad, not including 4 that had been recovered before.

  "Receiving benefits in the name of investment is Chu Zhilin's main method of receiving benefits." The case handler said, "Behind it is that he uses the convenience of his position to seek benefits for others, or uses the convenience of his power and status to seek illegitimate benefits for others. The essence is to accept bribes."

Without capital and profit, borrow money to invest and charge high interest

  "With the promotion of my position, my influence is getting bigger and bigger. There are more bosses who want to be close to me. Some are close in the name of classmates, some are close in the name of relatives from the same town, and some take the initiative to give me investment. , And some he agreed as long as I spoke." Chu Zhilin said, "Gradually, I started the abacus of'borrowing chickens to lay eggs'."

  According to case handlers, in 2018, Chu Zhilin's family invested more than 17 million yuan.

The husband and wife, one is a public official, the other is a small business, and both parents are ordinary people. How can there be such a large investment amount?

  "In addition to part of the source of funds is mortgage loans, it is mainly borrowed from friends." Chu Zhilin explained that the initial investment principal was still the family's own funds, but he wanted to make the investment business bigger and earn more interest. Some, they began to borrow money from the bosses to invest.

  In 2013, in the name of decorating the house, Chu Zhilin borrowed 1 million yuan from his old classmate Luo Mou for five years without paying any interest.

In fact, there was no need to borrow money for the renovation of the Chu family's house at that time, and the money was transferred and used for investment projects.

There are several similar loans, all of which were transferred by Chu Zhilin for investment to collect high interest rates.

  In November 2014, Chu Zhilin was transferred to the Secretary of the Party Committee and Director of the Public Security Branch of Hangzhou Economic and Technological Development Zone, and he was on the agenda for buying a house in the urban area.

After comparison and selection, he took a fancy to the house of a certain real estate, but the down payment was more than 2 million yuan.

In order to "income income and reduce expenditure," Chu Zhilin took the initiative to find Lai, the person in charge of a certain enterprise, and asked for a loan of 3 million yuan, but the two parties did not agree on the interest and the date of return, and Chu Zhilin did not issue an IOU.

After Chu Zhilin bought a house in the real estate, the remaining part of the money was used to purchase wealth management products.

Until the incident, Chu Zhilin never thought about paying back the money.

  "Actually, the family had cash money at the time, and after borrowing it, they would be able to repay it every year." Chu Zhilin said, "I guess Lai was embarrassed to urge me. If he doesn’t urge, I will not mention the repayment. It will be long-term. It's used." Chu Zhilin's "use" is actually to lend to others to charge high interest, or to buy stocks of companies that are about to go public.

  “First, I borrowed money from Lai and changed hands to invest elsewhere, and then actively asked to invest in a company that Lai is about to go public.” The case handler said, “Chu Zhilin spotted Lai’s usable value and implemented it step by step to obtain more Investment benefits."

  In 2016, when Chu Zhilin learned that another company under the name of Lai had a prospect of listing, he took the initiative to obtain 2 million yuan of original shares from him for "investment", which he held on behalf of others, and became an invisible shareholder himself.

This concealed way of conveying benefits makes the two form a community of interests. For Chu Zhilin, caring for Lai’s company means caring for himself.

As a result, Chu Zhilin came forward to say hello to help on matters such as the company's Xiasha online store being punished for suspected illegal operations, the distribution center did not meet the fire protection requirements, and the children of employees looking for school to study.

At the same time, Chu Zhilin did not hesitate to agree to all kinds of requests from someone.

  "Officials" and "businesses" must be properly communicated. There must be a clear distinction between public and private. Leading cadres and private entrepreneurs must have a clean and pure relationship. They must not use power for personal gain or engage in power and money transactions.

From "investing to make money" to "borrowing money to make money," Chu Zhilin became more bold and reckless, completely forgetting his status as a public servant of the people.

He is also hanging shoulders with the businessman boss, step by step into the abyss, regardless of each other.

Short of manpower, formalism without investigating the case

  "I never collect money for people's affairs, no matter whether it is transfer or cash." Before people, Chu Zhilin advertised himself as clean.

However, this is just a "obscure method" designed to cover up bribery.

  "Then I didn't ask you to handle the affairs, will you accept if you send you money?" the case handler asked.

  "Accept it, how can you not accept it if you deliver it to your door?" It is understood that Chu Zhilin directly accepted cash many times during his tenure as the head of the Public Security Bureau of the Economic and Technological Development Zone.

  Once, Chu Zhilin and a friend were having a meal in a hotel box, and the boss, Mr. Dong, came to toast.

After the dinner, Dong gave Chu Zhilin a bag and said, "Small gift, just mean it."

When Chu Zhilin got it to the office, it was 200,000 yuan in cash.

The first time there was a second time, and then Chu Zhilin received Dong's 200,000 yuan in cash.

  According to the case handling personnel, Dong was doing earthwork and municipal engineering in Xiasha. In order to rob the project, there were violent incidents. The Dong family also operated KTV, bathing and other entertainment venues. They were suspected of pornography, gambling, and drugs... Chu Zhilin knew everything in his heart.

However, under the temptation of money, Chu Zhilin forgot his duty and mission to maintain the peace of one party, and lost the bottom line of principle.

  At the end of 2017, the special campaign against criminals and evil in Hangzhou kicked off. The Economic and Technological Development Division of the Hangzhou Public Security Bureau established an analysis and judgment team for Dong's case. Chu Zhilin deployed as the director to carry out work and requested on-site investigation of clues related to Dong's case.

Later, during the investigation, the subordinates discovered that the Dong family had forced transactions in a certain project and immediately reported to Chu Zhilin.

  On the surface, Chu Zhilin asked his subordinates to tear up the opening and investigate further, and he also talked to the project manager; in fact, he did not investigate the case to the end, but after reporting the situation to the Anti-Magazine Office of the Municipal Public Security Bureau , Shirk to the higher authorities for various reasons.

On November 14, 2019, Chu Zhilin was investigated on suspicion of serious violations of discipline and law.
