The meeting was chaired by the Deputy Secretary-General of the European Union’s External Action Agency. Iranian Deputy Foreign Minister Bagheri, Russian, British, French, and German officials attended the meeting.

Ambassador Wang Qun, Chinese negotiator and permanent representative to Vienna, led a delegation to attend.

Wang Qun said that after three weeks of intensive and intensive negotiations, with the joint efforts of all parties, the seventh round of negotiations reached important consensus and formed a new joint document on nuclear issues, which is to advance the follow-up negotiation process and promote the final comprehensive agreement. Getting back on track laid a solid foundation.

Wang Qun pointed out that the current Iranian nuclear situation is at a critical crossroads.

China appreciates the important and irreplaceable role played by the EU as a coordinator in the negotiations; affirms the seriousness, flexibility and pragmatism of all parties during the negotiations; highly appreciates Iran’s agreement to move forward on the basis of previous negotiations, and welcomes Iran’s cooperation with Important consensus reached by the International Atomic Energy Agency on the monitoring of related nuclear facilities.

China expects all parties to continue to work in solidarity and vigorously promote the resumption of negotiations on compliance.

Wang Qun emphasized that China has always been committed to maintaining the comprehensive agreement, participating constructively in this round of negotiations, and striving to promote positive progress in the negotiations.

Yesterday, Chinese State Councilor and Foreign Minister Wang Yi had a telephone conversation with Iranian Foreign Minister Abdullahhiyan, raising expectations and clarifying positions on further promoting the negotiation process.

During this round of negotiations, China put forward important ideas and suggestions for the negotiations.

We have also conducted good communication and cooperation with the delegations of the United States, Iran and other parties. We have unswervingly maintained the political and diplomatic resolution process of the Iranian nuclear issue, and played a constructive role in pushing the negotiations on the right track.

Wang Qun said that China looks forward to the early launch of the eighth round of negotiations and looks forward to reuniting with all parties in Vienna to convert the important consensus of this round of negotiations into a final agreement as soon as possible.

Based on the experience of the previous seven rounds of negotiations, China is willing to make the following suggestions for follow-up negotiations:

The first is to firmly and correctly negotiate the direction.

This round of negotiations eliminated difficulties and interference, and finally promoted the reaching of multiple outcome documents and consensus.

This fully shows that dialogue and negotiation are the only way to resolve the Iranian nuclear issue.

We must maintain this hard-won momentum, actively respond to each other's legitimate and reasonable concerns, and reach an early agreement acceptable to all parties for the United States and Iran to resume the implementation of the agreement.

The second is to focus on substantive text negotiation.

Through full communication in this round of negotiations, all parties have a clearer understanding of each other's positions and concerns, and have reached the latest text that integrates the positions of all parties.

In the next step, on the one hand, we must improve the joint document on nuclear issues, and on the other hand, we must always make the lifting of sanctions the primary issue that must be resolved in negotiations.

It is necessary to promote substantive discussions in a serious and professional manner, focus on resolving related outstanding issues, and promote new progress in specific text negotiations.

The third is to maintain a good negotiation atmosphere.

It is in the common interests of all parties to return to the comprehensive agreement on the Iranian nuclear issue. We hope that all parties will maintain an objective and rational spirit, show patience, and cherish the hard-won negotiation and dialogue atmosphere in the spirit of pragmatic cooperation and seeking common ground while reserving differences.

All parties should avoid irritating and negative remarks, and should not artificially create crises, threaten or interfere with the negotiation process at every turn.

Wang Qun finally emphasized that China will continue to firmly support the United States and Iran in resuming the negotiation process for the implementation of the agreement, participate constructively in the follow-up negotiation process, and work with all parties to promote the early results of the negotiations.
