Yue Zhongming, spokesperson of the Legal Work Committee of the Standing Committee of the National People's Congress, introduced the relevant situation in Beijing on the 17th.

  It is known that during the public consultation period, a total of 28,599 opinions were received from 13,441 people, and many letters from the masses were also received.

  Yue Zhongming said that the public has put forward some opinions on further revising and improving the draft, mainly in the following aspects: First, strengthening the punishment of criminals who violate the law.

It is recommended to further increase penalties for telecommunications network fraud crimes, which will greatly deter criminals; implement relevant disciplinary measures against criminals; and all participants in the telecommunications network fraud chain shall be jointly and severally liable for damages.

  The second is to increase anti-fraud propaganda and prevention efforts.

Further enrich and improve the regulations on publicity and prevention, raise public awareness of prevention, increase prevention and publicity for key personnel, stipulate the responsibility of banks and Internet companies for prevention and publicity, early warning and dissuasion, and stipulate that the public is encouraged to report and reward.

  The third is to strengthen the recovery of stolen goods.

It is recommended that the state establish a mechanism and measures for assistance and assistance to groups of victims of telecommunications and network fraud. At the same time, establish a classified disposal mechanism for the funds of fraudsters frozen by public security agencies, improve the provisions on freezing property return, and try to recover the victims' property losses as much as possible.

  Yue Zhongming said that the general public believes that for a period of time, telecommunications network fraud has occurred frequently and criminal activities have been rampant. Some victims have been defrauded of their hard-earned money such as pension money, medical money, school money, and life savings, and some have been deceived by fraud. The return to poverty is very serious, the social impact is bad, and the people hate it.

Everyone agreed that the promulgation of the Anti-Telecom Network Fraud Law is very important, urgent, and timely, which fully reflects the fundamental stance of people-centeredness in the legislative work of the National People's Congress and its Standing Committee.
