“The bill was re-sent for a month for discussion in the regions,” Volodin wrote on Telegram.

He emphasized that "everything must be done to protect citizens from the spread of coronavirus, with the obligatory observance of their rights."

Volodin also cited the words of Russian President Vladimir Putin about the need to "act very carefully, balanced, not create additional problems for people" and not allow "rash decisions." 

On December 16, the State Duma adopted in the first reading the bill on QR codes in public places.

Earlier, Russian President Vladimir Putin said that draft laws on QR codes in public places, as well as in some types of transport, are of a framework nature and must be carefully worked out before adoption.
