France: new measures to fight against violence in stadiums

These measures were announced at the end of a meeting this Thursday, December 16 between the French ministers of the interior, justice and sports, representatives of professional football (LFP), the refereeing body and prefects.

The fruit of a reflection launched after the interruption of the OL-OM meeting at the end of November.

The objective of this work and these measures is above all to clarify things in the event of an incident, to adopt precise rules to avoid the artistic vagueness of November 21, at the Groupama Stadium in Décines, near Lyon.

It then took two hours of negotiation to arrive at the cancellation of the match.

From now on, the protocol is simple: from next January 1st, if a French player or a French referee is injured, by an outside intervention, the match will be systematically and definitively interrupted.

For any other incident, a crisis unit is set up for decision-making within thirty minutes maximum. 

Club leaders are now excluded.

And it is the referee who has the last word, unless there is a serious risk in matters of public order, in or outside the stadium.

In this case, the prefect takes back control.

Another measure to avoid the scenario of the Lyon-Marseille match: plastic bottles will be banned in stadiums from July 1, replaced by returnable plastic glasses or cardboard cups.

When the level of risk is confirmed as a match approaches, the stadiums will have to deploy anti-projection devices, such as nets, or anti-intrusion, with elastic systems placed at the edge of the stand.

A reflection is now continuing on the creation of nominative tickets or a fixed fine, to immediately sanction the use of smoke or the possession of objects that can serve as a weapon.

Fight against violence in stadiums: several meetings between @Interieur_Gouv, @justice_gouv, @education_gouv, @FFF and @LFPfr lead to a strengthening of the applicable measures.
