China News Agency, United Nations, December 14 (Reporter Madlin) The UN Security Council held a public meeting on the Iranian nuclear issue on the 14th. Ambassador Geng Shuang, China’s Deputy Permanent Representative to the United Nations, explained China’s position at the meeting.

  Geng Shuang said that the international community pays great attention to the resumption of talks on the Iranian nuclear issue and generally hopes that the negotiations will achieve positive results.

All parties concerned should work hard to advance the negotiations on the right track until the goal of resuming compliance is finally achieved.

He shared four views of China on this.

  One is to make a political decision as soon as possible.

Dialogue and negotiation are the only correct way to resolve the Iranian nuclear issue.

All parties must continue to adhere to the general direction of political and diplomatic settlement, fully demonstrate sincerity, respect each other's legitimate rights and interests and reasonable concerns, and restore the balance of rights and obligations in the comprehensive agreement.

It is necessary to properly handle the basic issues of the negotiation, strive to achieve early gains, and maintain the negotiation process.

On unresolved issues, consensus should be sought and expanded, political differences should be downplayed, and negotiations should be promoted as soon as possible.

  The second is to lift illegal unilateral sanctions.

The United States unilaterally withdraws from the Iran nuclear agreement and continues to exert extreme pressure on Iran. This is the initiator of the current Iranian nuclear crisis.

The US should first lift all illegal sanctions against Iraq and third parties, and Iran should resume full compliance on this basis.

The United States claims that it is willing to actively participate in the resumption of talks, but it has escalated sanctions against Iran. This practice violates international law and the basic norms of international relations. It ignores the unanimous voice of the international community and does not help advance the negotiation process. China is deeply concerned about this.

It is hoped that the US will win the trust of the international community with practical actions.

  The third is to create a good atmosphere for resumption of talks.

Repeated hype about Iran’s missile and missile issue, using the International Atomic Energy Agency to put pressure on Iraq, advocating a “backup plan” to deal with the breakdown of negotiations, and threats to resort to the Security Council’s “rapid restoration of the sanctions mechanism” will interfere with the current resumption of talks.

All parties should effectively eliminate the above-mentioned interference and ensure that the negotiations do not go to extremes or go astray.

The Iranian side should also understand the concerns of all parties regarding the rapid development of its nuclear capabilities, maintain constructive cooperation with the agency, and resolve related outstanding issues as soon as possible.

  Geng Shuang especially emphasized that the "NPT" is the cornerstone of the international nuclear non-proliferation system.

The United States, Britain, and Australia's nuclear submarine cooperation involves the transfer of weapon-grade nuclear materials, posing a serious risk of nuclear proliferation and negatively affecting the political and diplomatic resolution of the Iranian nuclear issue. This double standard and undermining the NPT's goals and objectives must be corrected.

  The fourth is to maintain regional security and stability.

The Iranian nuclear issue affects the situation in the Middle East. To maintain the comprehensive agreement is to maintain regional peace and stability.

Countries in the region should insist on dialogue and negotiation to properly resolve differences. Countries outside the region should provide constructive assistance to ease regional tensions, instead of creating antagonisms and inciting confrontation in the region, let alone linking regional security issues with the resumption of negotiations on compliance.

Chinese State Councilor and Foreign Minister Wang Yi’s five-point initiative to achieve security and stability in the Middle East reflects China’s sincere desire and responsibility to promote peace and tranquility in the Middle East.

We are willing to continue to communicate with all parties on the initiative and the regional situation.

  Geng Shuang said that China agrees with Secretary-General Guterres' call on all countries to support the "trade settlement support mechanism" and the operation of procurement channels to help Iran cope with the challenges of the epidemic.

China has provided Iran with vaccines and other anti-epidemic support within its capabilities, and will continue to assist Iran in its fight against the epidemic in its own way.

  Geng Shuang said that as a permanent member of the Security Council and a participant in the JCPOA, China has always been committed to maintaining the effectiveness of the JCPOA, maintaining the authority of Security Council resolutions, and maintaining the integrity of the international nuclear non-proliferation system.

China will continue to practice true multilateralism, actively participate in negotiations for the restoration of compliance, and play a constructive role in pushing the comprehensive agreement back on track, promoting the political and diplomatic resolution of the Iranian nuclear issue, maintaining the international nuclear non-proliferation system and peace and stability in the Middle East.
