December 14, 2021The state of emergency Covid is extended until March 31, 2022. This is what the draft decree approved by the Council of Ministers provides. The draft consists of 11 articles and extends all measures related to the emergency.



This decree enters into force on the day following that of its publication in the Official Gazette of the Italian Republic and will be presented to the Chambers for conversion into law.



The draft of the


legislative decree "In consideration of the health risk associated with the protracted spread of viral agents from Covid-19, the

state of emergency

declared with a resolution of the Council of Ministers of January 31, 2020, is further extended until March 31, 2022". 



"In exercising the powers deriving from the declaration of a state of emergency", the Head of the Civil Protection Department and the Extraordinary Commissioner for the implementation and coordination of the measures necessary for the containment and contrast of the epidemiological emergency Covid-19 "adopt "also ordinances aimed at scheduling the 

ordinary continuation

The provision is deemed necessary due to the

evolution of the epidemiological situation

. "The current context of risk requires the continuation of the extraordinary and urgent initiatives undertaken in order to adequately deal with possible situations of prejudice for the community".



It is therefore believed that "the aforementioned emergency situation persists and that the conditions are therefore met for the extension of the state of emergency declared with the resolutions of the Council of Ministers of January 31, 2020, July 29, 2020, October 7, 2020, January 13, 2021 and of 21 April 2021, and extended with article 1, paragraph 1, of the decree-law of 23 July 2021, no. 105, converted, with amendments, by law 16 September 2021, no. 126 ".



The decree underlines "the

extraordinary necessity and urgency

to adapt the terms relating to the framework of the current measures to contain the spread of the aforementioned virus ". Hence" the need to provide for the extension and definition of expiry terms related to the epidemiological emergency from Covid-19 ". 



Hub for storage military site vaccines


"In order to ensure the

strengthening of strategic infrastructures

to face the needs related to the Covid-19 epidemic and guarantee a capacity for any future health emergencies, the Ministry has authorized the expenditure of 6 million euros for the construction and installation for the year 2022 of defense, of an infrastructure at a military site ". With the decree law passed by the Council of Ministers, the measures on

fragile workers

and

parental leave

are extended

for parents of children in quarantine or Covid positive. The national information platform for the distribution of vaccines is also extended until March 31, 2022. "In order to allow assistance services to the functionality of the national information platform" as well as "to meet the accessory charges associated with its operation, the expenditure of 20,000,000 euros for the year 2022 is authorized". 



Funds for rapid tests controlled up to 2022


The government allocation of 45 million to guarantee up to 30 September 2021 the possibility, especially for young people, to carry out swabs at controlled prices is extended for the whole of 2022. This is what Article 4 reports. of the decree regarding "the execution of rapid antigen tests at controlled prices and free of charge ".



In article 5 of the decree-law of 23 July 2021 - it reads - the following changes are made: the words "the expenditure of 45 million euros for the year 2021" are replaced by the following: "the expenditure of 45 million euros for the years 2021 and 2022 "and the words" for the same year "are replaced by the following:" for the same years ". 



Pressing on outdoor masks


Extend the obligation of outdoor masks, during the holiday period, to the whole national territory. This is the hypothesis that is circulating in government circles at the moment. The hypothesis would be supported by some members of the executive, but the decree on the state of emergency does not include any provision in this sense and hypothesis has not yet been discussed in the government.
