At the same time, it is necessary to maintain the overall stability of the main assistance policies. During the transition period, the strength of various assistance policies and measures will remain unchanged, and precise policies and classified assistance will be implemented for families with different types of difficulties such as deep difficulties, relative difficulties, and accidental difficulties. Living allowances are generally provided to families of employees who have difficulties in establishing files to ensure a warm winter and holidays.

Before the "Two Festivals", the ACFTU will allocate 373 million yuan of special assistance funds from the central government to provide general living allowances to employees in difficulties.

In 2021, the Ministry of Finance and the All-China Federation of Trade Unions allocated a total of 1.13 billion yuan of special assistance funds from the central government to ensure the basic livelihood of employees in need.
