Negotiations on the conflict in Guadeloupe will begin Tuesday "for conclusions before the end of the year 2021", according to a method agreement signed by local elected officials and the collective of organizations mobilized in the first place against the vaccine obligation, including the state is absent.

The negotiations will be held in two stages, always according to the same document signed on the night of Friday to Saturday, with first of all the “urgent demands of the collective of organizations in struggle”.

Then will come "the treatment of other points of the platform of demands" which, during the weeks of mobilization, extended to public policies around the themes of youth, health and the family.

The "urgent" requests concern the application of the suspension, in particular of caregivers, of people refusing the vaccination obligation.

Stopping the proceedings requested

According to the signatories of the text, the "implementation" of the application of the law "proves problematic" in a territory where a small part of the population is vaccinated despite a degraded epidemiological situation.

The collective also calls for an end to the prosecution of those arrested at the start of the social movement, where numerous abuses were committed.

The State is the only one absent at the signing of this method agreement. During his stay in Guadeloupe, the Minister of Overseas Sébastien Lecornu had posed as a preliminary the condemnation of the violence. Shunned by some of the local elected officials, his visit had resulted in a "mandate given to the prefect" to support the conflict resolution with his services, many of which are based on the "competences of local communities".

Since then, an arm wrestling has started between the local actors of the crisis for whom the themes of conflict resolution fall within the competence of the State, and the latter, each maintaining preconditions for discussions.

The State has proposed, for its part, a plan for youth, jointly with mayors and actors of the sector, around which "the reflection begins on Monday" we learned from a prefectural source.
