And in implementation of the strategic goal set by His Highness four years ago, the Dubai government succeeded in transforming into a completely paperless government, thus becoming the first of its kind worldwide.

His Highness, the Crown Prince of Dubai, praised the achievements of Dubai’s paperless strategy four years after its launch, achieving its goals in full, and dedicating Dubai’s position as a leading digital capital and the first paperless government in the world, praising the work teams in all government agencies in the emirate that participated in the success of The strategy’s objectives, and worked in the spirit of one team to achieve this result, which contributed to the consolidation of Dubai’s position as a global symbol of integrated and sustainable smart cities, wishing all government work teams further excellence and payment.

His Highness said: “We have always pledged in Dubai that our celebration of any achievement we achieve will mark the start of work on achieving another qualitative achievement. Today, we begin a new phase in Dubai's path, aimed at digitizing life in all its aspects, based on the concepts of innovation, creativity and future foresight. We celebrate the last paper used in our government transactions, and we feel proud as we witness the vision of our leadership being realized with the minds and arms of the people of the country who spare no effort to establish Dubai’s global competitiveness as a model for developing government work mechanisms and upgrading it to the best levels of efficiency. Our next step is to achieve the full digital life as a goal that embodies what Dubai has always known for challenging oneself to reach new heights of excellence in all fields.”

His Highness explained that the next stage is based on formulating advanced mechanisms to shape the digital life in Dubai during the next five decades, including the requirements and needs of the future government that meet the expectations of smart city residents, and provide them with renewed opportunities to achieve prosperity, sustainable development and happiness.

Hamad Al Mansouri, Director General of the Dubai Digital Authority, stressed that the digital transformation in the Emirate of Dubai represents a great qualitative leap in achieving the vision of our leadership in transforming Dubai into the first completely paperless government in the world, which is a matter of pride and pride, noting that all internal and external transactions and procedures The Dubai government is now fully digital, and is managed through comprehensive digital government service platforms.

He added: "The importance of this achievement stems from its coincidence with our beloved country's celebration of the fiftieth anniversary of its founding, and the beginning of the second fiftieth, to reflect the spirit of achievement that characterizes the various work teams in Dubai government institutions, which heralds more achievements during the next stage.

The importance of this achievement also stems from its reflection on enhancing government efficiency and ensuring optimal use of resources, by adopting innovation and advanced technologies to design advanced solutions to digitize services and processes provided to individuals and business sectors in the emirate.”

He valued the efforts of all parties, which have established a new work culture based on collaboration, team spirit, innovation and renewed thinking, to provide solutions that enhance efficiency, save time and effort for various customer segments, raise their levels of happiness and satisfaction with the services provided to them, and ensure the sustainability of resources in Dubai.

According to the Dubai strategy for paperless transactions, no employee or any dealer with the Dubai government will need to print any paper after today, except for those who wish to do so as an option for the person himself to visit service centers or print his papers, in accordance with the authorities' provision of all options to customers.

5 stages

The "Dubai Paperless Strategy" was implemented in five phases, each of which included a specific group of government agencies at the level of the Emirate of Dubai.

The strategy will be fully implemented in the 45 government agencies in Dubai at 100% by the end of the fifth phase, providing more than 1,800 digital services and more than 10,500 major transactions.

Thanks to cooperation and integration in government work during the implementation of the strategy, the authorities succeeded, by automating processes and services directed to customers, in eliminating the use of more than 336 million papers that were used to complete transactions, and saved more than 1.3 billion dirhams, in addition to more than 14 million hours on governmental level.

The "Dubai Paperless Strategy" was launched in 2018 with the first group, consisting of six entities: the Roads and Transport Authority, Dubai Police, Dubai Electricity and Water Authority, the Department of Economic Development, the Department of Tourism and Commerce Marketing, and the Department of Land and Property. Reducing paper usage, saving more than 72.5 million sheets of paper.

Then the second phase came in 2019, and included eight other bodies: Dubai Courts, Dubai Municipality, Dubai Public Prosecution, Knowledge and Human Development Authority, Dubai Health Authority, Community Development Authority, Dubai Customs and the General Directorate of Residency and Foreigners Affairs in Dubai, and succeeded in Reducing paper usage and saving more than 229.5 million sheets of paper.

In late 2019, the third phase of the strategy was announced with a new group of nine entities: Dubai Corporation for Ambulance Services, Islamic Affairs and Charitable Activities Department, Dubai Media Incorporated, Finance Department, Dubai Government Human Resources Department, Dubai Culture, and Dubai Aviation Authority Al Madani, Al Jalila Center for Child Culture, and the Government of Dubai Legal Affairs Department.

Which reduced paper usage, saving more than 12.9 million sheets of paper.

The fourth phase began in March 2020, with the joining of a new group of 10 entities to implement the strategy, namely: Dubai Statistics Center, Awqaf and Minors Affairs Foundation, Dubai Women’s Establishment, Security Industries Regulatory Agency, Mohammed bin Rashid Housing Establishment, Dubai Sports Council, Ports and Customs Corporation Free Zone - Trakhees, Dubai Maritime City Authority, Dubai Air Navigation Services, and Dubai Airports.

This group succeeded in reducing paper consumption by saving more than 11.9 million sheets of paper.

During the same phase, the "100% paperless stamp" initiative was launched to honor the government agencies that made important efforts in fully implementing the Dubai strategy for paperless transactions, and worked to provide complete smart services supported by an effective internal digital infrastructure.

The fifth and final phase of implementing the strategy came in June 2020, when an additional group participated in the strategy and included nine new entities, namely: the Mohammed bin Rashid Space Center, the Dubai Aviation Engineering Projects Corporation, the Dubai Future Foundation, the Supreme Committee for Legislation in the Emirate of Dubai, and the Specialized Communications Corporation Nidaa, Executive Council of the Emirate of Dubai, Mohammed bin Rashid Al Maktoum Knowledge Foundation, Dubai Government Workshop, General Directorate of Civil Defense - Dubai, which succeeded in reducing paper consumption and saving more than 8.2 million papers. Finally, two government agencies joined the Dubai paperless strategy, the Dubai Financial Supervisory Authority and the Dubai Chamber, where they achieved the strategy's goals by 100% and were able to save more than 938,000 papers.The complete digital transformation in the Dubai government will contribute to enriching the smart city experience for all residents of the emirate, as it will stop the process of exchanging papers with customers or between employees themselves in government agencies, as well as providing exceptional experiences for residents through the “Dubai Now” application, which includes more than 130 services.
