First green light from the Chamber of Deputies to the bill delegating the government to disability

December 09, 2021 The bill delegating the Government to the disability reform has been unanimously approved.

The provision approved unanimously with 379 votes in favor (and no against) is now awaiting examination and vote in the Senate. "Historic result that could become law and will place Italy among the leading countries in compliance with the UN Convention", comments the Minister for Disabilities, Erika Stefani. "It sanctions a different approach - continues Stefani - with measures designed starting from the person. An important moment for the recognition of the person's self-determination in building an autonomous life path".

The bill is made up of four articles and delegates the Government to proceed with the reorganization of the provisions in force on the subject, in implementation of one of the reforms envisaged by the National Recovery and Resilience Plan: on the subject of "Social infrastructures, families, communities and the Third sector".

The fulcrum is the "personalized and participatory life project, aimed at allowing people with disabilities to be protagonists in their own lives: and to achieve effective inclusion in society". With today's vote, the Chamber delegates the executive to adopt - within 20 months from the date of entry into force of the Ddl - one or more legislative decrees, for the reorganization of the provisions on the subject.

This is an overall review of a series of assessment processes related to the world of disability, unifying assessments - now fragmented - such as civil disability, civil blindness, civil deafness, deafblindness, handicap (also for educational purposes), the disability provided for for the purpose of targeted placement and any other legislation in force regarding the assessment of disability. The purpose of the provision is to ensure a homogeneous assessment throughout the national territory, simplifying and rationalizing all procedures.

Among the measures envisaged by the delegation: the establishment of a national authority, for the promotion and protection of the rights of persons with disabilities: of an independent and collegial nature.

Among the functions of the future guarantor: to collect reports that denounce discrimination or violations of their rights, to supervise the respect of rights, to carry out checks on the existence of discriminatory phenomena and to transmit an annual report on the activity carried out to the Chambers and to the President of the Council.
