I do not believe for a moment that the people who formulate this hypothesis do it on a technical, financial basis and therefore, it is that they do it on a political basis ”, estimates Emmanuel Grégoire, first deputy of Anne Hidalgo. Before highlighting the "excellent marks" awarded by the rating agencies and the very regular checks reported by the city.

After this development, Emmanuel Grégoire developed the main budgetary axes for 2022. But to be able to spend, you must first fill in the coffers.

If the cost of Covid-19 is estimated at 1.2 billion euros over 2020 and 2021, including 470 million euros in expenses (health equipment for municipal and AP-HP agents, support for traders, etc. .) and 730 million loss of revenue (reduction in property taxation including the tourist tax), the revenues assessed by the city for the year 2022 amount to 8.76 billion euros.

Slight increase in operating expenses

Because expenses, according to Emmanuel Grégoire, there will be some, firstly operational. 2.51 billion of the original budget are intended for the wage bill. An increase of more than 2% compared to 2021, which is explained by the revaluation of the salaries of category C agents, by the measures resulting from the Ségur de la Santé, by the "technicality old age slippage" effect (clearly, some 53,000 agents have taken up a year of service), through the four rounds of elections to be organized in 2022 (presidential and legislative) and through the accompanying measures within the framework of the implementation of the law on public transformation.

The wage bill is also increasing due to the enhancement of the city's trades, which tend to make them more attractive and by the creation of 442 jobs in the municipal police, maintenance and revegetation or the development of new public services.

Solidarity measures, including the financing of the RSA and support for the most vulnerable (395 million euros) and public health will also be a priority.

Such as the development of soft mobility with facilities for pedestrians and cyclists, but also in public transport for which the City of Paris is investing € 399 million, via a contribution to Île-de-France Mobilités.

Paris is participating in the collective effort ... despite the crisis

On the investment side, an envelope of 1.65 billion euros is planned. 42% for the policy of regional planning (318 million reserved for major projects such as the road network at the Porte de Vincennes, the Arena at the Porte de la Chapelle, etc.) and housing (with the objective declared to reach 25% of social housing by 2025 with in particular 148 million euros for land acquisition). 16% of this budget line will go to culture, youth, sport and leisure and 7% for education, vocational training and learning.

An important item, and yet little known, represents a significant line in the expenditure of the city. These are the equalization spending. A learned word to explain the redistribution of wealth between local authorities. Thus, between what it pays into the common pot (681 million) and what it receives (541 million), the City of Paris "spends" 140 million euros. A point on which the elected officials who presented this initial budget (Emmanuel Grégoire, Paul Simondon, deputy in charge of the budget and Antoine Guillou, deputy in charge of human resources and service quality) came back with insistence, hoping for a more intensive dialogue with the government to rediscuss the contours and uses of these contributions.

At the end of 2022, the municipality is counting on gross savings of around 401.2 million euros, or 20 million more than that of the initial budget of 2021. The level of debt of the city should increase. establish at 7.7 billion euros according to forecasts, an amount "justified" with regard to investments, interest rates and the heritage of the city, estimated at 40 billion euros.
