Driving the point home, Emmanuel Macron ruled, on Tuesday, that it was necessary to “re-knit something, undeniably” on the non-accumulation of the mandates of deputy and mayor.

"The question arises for the number one or number two of the executive of small towns," he said on a possible combination with a deputy mandate, in front of journalists, during a trip to the Cher.

A rejected opposition proposal

An idea that the Head of State had already sketched out at the end of the crisis of "yellow vests", during which elected officials were accused of being cut off from the territories. Idea shared by Prime Minister Jean Castex, who speaks of a “development” of non-accumulation. Under the rule voted under François Hollande, parliamentarians can no longer be mayors, deputies, presidents or vice-presidents of intermunicipal, departmental council and even regional council.

At the end of November, a bill to allow again a cumulation between a mandate of deputy and of small town mayor, tabled by the opposition, had however been rejected in committee to the National Assembly by LREM and the left.

"There was a lot of cumulation, it's true", "President Hollande did it because the debate was very ripe in society, people criticized the cumulation", recalled Emmanuel Macron.

"Involve the mayors much more"

"Here the situation is not the same and it would not be absurd" to come back to it "because it is difficult for the mayors after relaying at the national level and the deputies want to have executive responsibilities", a- he continued.

“We must not give the feeling that mayors are cut off from national decision-making.

When they were deputies or senators, they relayed things to the national level and vice versa, there was a back and forth ", he noted.

“Today the action of the State is carried by the prefects.

They bring together the mayors but they have the feeling of being less active, we must ensure that they are involved much more, ”concluded Emmanuel Macron.
