  Khatibzad said that the commitments of other relevant parties in the negotiations cannot be lower than the Iran nuclear agreement reached in 2015, and Iran will not make promises that exceed the Iran nuclear agreement in the negotiations.

Iran’s strengthening of nuclear activities is a response to the United States and other parties’ non-compliance with the Iran nuclear agreement. Therefore, Iran will make a decision on nuclear activities only after other relevant parties have made a clear statement on the issue of sanctions lifting.

  When asked by the media whether Iran’s proposal in the negotiations was the “highest asking price,” Khatibzad said that Iran’s proposal was based on the Iranian nuclear agreement and the first six rounds of negotiations held earlier this year.

European parties and the United States want to pursue "minimum" commitments during negotiations. This is why the negotiators of these countries asked to return home to seek instructions after seeing the Iranian proposal.

  On the 3rd of this month, Iran’s deputy foreign minister and chief negotiator on the Iranian nuclear issue, Bagheri, said in an interview with Iranian media that the Iranian negotiating team provided two documents on sanctions lifting and nuclear issues to other relevant parties in written form, some of which are related The parties requested to return to their respective countries to study this proposal.

He said that he hopes that all parties will provide a rational written response to this, which will serve as the basis for the next negotiation.

  The specific content of the proposal has not been released to the public. Iran has repeatedly requested the lifting of sanctions and at the same time requested the United States to make a commitment to no longer sanctions against Iran.

  In July 2015, Iran reached an Iran nuclear agreement with the United States, Britain, France, Russia, China and Germany.

In May 2018, the US government unilaterally withdrew from the Iran nuclear agreement, and subsequently restarted and added a series of sanctions against Iran.

Since May 2019, Iran has gradually suspended the implementation of certain provisions of the Iran nuclear agreement, but promised that the measures taken are "reversible."

  Negotiations between the relevant parties on the Iranian nuclear agreement began in April this year in Vienna, the capital of Austria, to discuss the issue of the United States and Iran to resume the implementation of the agreement.

Due to serious differences between the United States and Iran and the change of leadership of the Iranian government, the negotiations were suspended after 6 rounds.

The new round of negotiations was held in Vienna on November 29, and the meeting was temporarily suspended on the 3rd of this month.
