  • Language The Government of Catalonia asks children behind their parents' backs if they speak Spanish at school

«The Catalan language and linguistic normalization are once again the center of the Government's action. We are promoting a new stage of language policy that aims at the full social normality of the Catalan language ”. This week the Minister for Culture of the Generalitat,

Natàlia Garriga

,

defended

the obstinacy of the Cabinet chaired by

Pere Aragonès

for delving into the persecution of Castilian, to the point of making it a priority axis of the mandate.

Faced with the manifest inability to agree on the new

procés

roadmap

, the pro-independence movement has found in the exacerbated defense of Catalan monolingualism an element of consensus to continue encouraging confrontation with the State and with Justice; also to continue feeding the social division and to justify its own existence before an electoral mass that is still faithful, but increasingly disenchanted with the parties that represent the separatist cause.

The institutional reaction to the Supreme Court ruling that overturns linguistic immersion and forces 25% of subjects to be taught in Spanish in schools in Catalonia, the announced contempt of the Department of Education of the Generalitat, is the most public evidence of a strategy much more choral to prevent Castilian from continuing to gain ground over Catalan, especially in the "social use" of the language, the Government's main concern.

ERC directs with an iron hand this maneuver planned since the beginning of the legislature, when it snatched the Culture portfolio from Junts, from which the Secretariat for Language Policy hangs, in order to develop a coordinated action to corner Castilian.

On October 26, all the departments of the Generalitat were called up to multiply the "linguistic normalization action" from all possible flanks; from the area of Justice, to that of Health or the Interior, going, obviously, through that of Education. "Everyone is working in two directions: in making Catalan the normal language of use in the public sector and in projecting the use of the language beyond internal uses," said the secretary for language policy, Francesc Xavier Vila, in this week. a speech delivered in a conference to analyze the supposed decline of Catalan in schools, to which this newspaper has had access.

As EL MUNDO has been revealing in recent months, the actions of the Generalitat to marginalize and point out the Castilian speaker have been multiple.

The Government started in September by ordering the universities to draw up blacklists of professors who would teach their classes in Spanish.

Since this academic year, the Cabinet led by Aragonès has begun to require university centers to draw up semi-annual reports on "linguistic incidents" in "language changes".

The Catalan Executive promoted this guideline after the insistent claim of unions with a pro-independence bias, which later set up a web page -in collaboration with the ANC and the Plataforma per la Llengua- to denounce teachers who used Spanish in their classes.

In parallel, the rectors of the eight Catalan public universities reached a "compromise" to extend linguistic immersion to the campuses, imposing 80% of courses in Catalan.

The pressure on the university fabric - which also includes the attacks on the young constitutionalists of S'ha Acabat by the same groups that expose teachers - later moved to the schools.

Strengthening surveillance

On November 4, the Minister of Education,

Josep Gonzàlez-Cambray

, announced the launch of the so-called Plan for the Promotion of the Catalan Language in educational centers. Relying on its own studies that indicated a theoretical decrease in the use of Catalan in schools, both by teachers and students, the Generalitat reported that it would strengthen surveillance to prevent immersion from being broken. Hours later, the counselor would meet telematically with more than 3,000 directors of schools in Catalonia to communicate precise guidelines. The Generalitat ordered the directors to make "observations" in the classrooms to check if the classes were taught in Catalan, veto the hiring of extracurricular activities and excursions that will be carried out in Spanish or instruct the new teachers who join the schools so that they know the «linguistic situation of the country». To this end, the Government also confessed to be pressuring the universities so that the teachers in training finish the degree aligned with the immersion, aware that they are "models of the Catalan language."

In that same conclave, the Generalitat informed the schools that the Síndic de Greuges would send them a survey to find out the "linguistic uses" of their fifth-year Primary and third-year ESO students. The Catalan ombudsman, "with the support of the Department of Education," urged answering the questionnaire "without the need for authorization from the families," that is, with their backs to the parents. It included the test - uncovered by this newspaper last Wednesday - questions that made it possible to identify which teachers taught their subjects in Spanish, as well as the language that the schoolchildren used to interact with their classmates.

The Aragonès Cabinet's fixation on the language explains that the main condition for approving the General State Budgets is the inclusion in the new audiovisual law of a 6% Catalan quota for

streaming

platforms

. For corporations like Netflix, which the Secretary for Language Policy encourages to boycott.

The fear that children perceive Catalan as a mere academic language reveals nationalism, which will seek the complicity of the PSC and the

commons

to whitewash its strategy of linguistic harassment through the approval of a National Pact for the Language early next year. anus.

The Government will defend the need to reach a "broad consensus" so that Catalan reaches a "status of real normalization", through the "legal shield" of the immersion and, therefore, the control plans of Spanish.
