The cadres of the “committee” received a monthly subsidy of 300 yuan for transportation.   "The purpose of violating discipline and law by means of'collective research' is to avoid supervision by means of'collective decision-making'." According to Zhuang Deshui, deputy director of the Center for Integrity Construction Research of Peking University, the reason is that the implementation of democratic centralism and other systems is not in place.   As party leaders, especially “top leaders,” organize subordinates or other party members, cadres, and public officials to eat and drink in violation of public funds, and to issue subsidies or benefits in violation of regulations. In addition to wasting state assets and possibly affecting the fair execution of official duties, they also severely undermined the party’s conduct and governance. The social atmosphere is damaging the image of the party and the government and must be investigated and dealt with severely.

  Not long ago, the Central Commission for Discipline Inspection and the State Supervision Commission issued the first batch of disciplinary enforcement guidance cases. One of them mentioned that Wang Mou, the director of the Housing and Urban-Rural Development Bureau of a certain county, summoned 5 cadres from his unit on the evening of February 19, 2021. The 6,000 yuan spent for dinner at a hotel in this county is included in the bureau’s "San Gong" funds for reimbursement in the names of bus refueling and maintenance fees.

  In dealing with Wang's violation of discipline, we distinguished the responsibilities of party member leading cadres and ordinary party member cadres in the issue of illegal eating and drinking, and Wang was treated more heavily as a party member leading cadre.

Because of other violations of discipline, Wang received a severe warning from the party. He was ordered to refund 1,000 yuan of public funds for food and drink, and was confiscated to accept 1,888 yuan for banquets that might affect the fair execution of official duties.

At the same time, five other cadres who participated in public money eating and drinking were criticized and educated, and were ordered to refund the related expenses of 5,000 yuan.
