03 December 2021The European Commission has adopted a positive preliminary assessment of the payment to Spain of 10 billion euros in grants under the Recovery and Resilience Facility, the key tool at the heart of NextGenerationEu.



This is the first preliminary assessment of a payment request from a Member State approved by the Commission and represents an important benchmark in the implementation of the instrument. On 11 November 2021, Spain submitted to the Commission a payment request based on the achievement of the 52 milestones selected in the Council Implementing Decision for disbursement.



The announcement was made by the president of the European Commission, Ursula von der Leyen: "Spain will be the first EU country to receive a payment of 10 billion" (net of pre-financing) from Recovery, "once the states members will have authorized it. " Von der Leyen explained that: "Spain has made sufficient progress in implementing its National Recovery Plan".



Brussels therefore adopted a positive preliminary assessment of Madrid's payment request.
