According to the investigation, in 2017, being the general director of the Fund for New Forms of Education Development, Rakova conspired with the acting

the general director of the fund Maxim Inkin, his accomplices and Artur Stetsenko.

They entered into fictitious employment contracts and supplementary agreements. 

Law enforcement authorities established the fact of unjustified payments to an employee of budgetary funds in the period from July 2017 to November 2018.

“Unaware of the illegal activities of the defendants, the accounting staff ensured the transfer of funds belonging to the fund in the total amount of more than 9 million rubles as wages and monthly bonuses to Artur Stetsenko,” the department noted.

According to the calculations of the Ministry of Internal Affairs, the average monthly income of the person involved in the case was up to 300 thousand rubles.

Earlier it was reported that the police identified 12 fictitious employees of the RANEPA during the investigation of the case of Rakova.
