  Public information shows that Gan Rongkun was born in May 1962 in Pengze, Jiangxi, and graduated from Jiangxi University of Finance and Economics majoring in business and accounting.

He joined the workforce in July 1983 and joined the Communist Party of China in April 1996.

  In September 2019, Gan Rongkun served as a member of the Standing Committee of the Henan Provincial Party Committee and Secretary of the Political and Legal Committee.

  Public information shows that Yang Fulin was born in October 1957, of Hui nationality, and a native of Wudu, Gansu.

He joined the work in August 1976 and joined the Communist Party of China in November 1982. He has a postgraduate degree in the Party School of the Party Committee of the Corps.

  In July 2013, Yang Fulin served as a member of the Standing Committee of the Party Committee and Secretary of the Political and Legal Committee of the Corps.

In April 2015, he was appointed as the deputy commander of the Xinjiang Production and Construction Corps.
