Niger's Ambassador Abdou Abarry, as he took up his post as President of the Council, said the conditions for holding a presidential election in Libya were not " 

for the time being met".

"If the will of the international community is to encourage and to say that, whatever the cost, we must go to elections whatever their qualities, as a Niger, I can tell you that the conditions of free, credible, democratic, consensual elections, which will be an important link for the return of peace and stability in Libya, have not yet been met, ”he declared.

The Nigerien, who took over the presidency of the Council in December, sided with the various Nigerien authorities who also believe that the country is not ready to hold elections in good conditions on December 24.

foreign fighters

are still in Libya.

There is not really a reunification in terms of the forces present.

So, this is a point of view, not of the Security Council, but it is an analysis that we make: the situation is not mature enough, mature enough to allow this type of elections which can lead to lasting stability. and security in Libya, ”he argues.

We want these elections to be part of the solution and not of the problem, 

" said UN Secretary General Antonio Guterres for his part.

And therefore, we will do everything to facilitate a dialogue, making it possible to resolve the questions which still subsist (...) which could divide Libya 

", he added.
