Status: frequent gas accidents in individual regions and time periods
In the early morning of June 13, a major gas explosion occurred at a fair in Shiyan City, Hubei Province, causing 26 deaths and 138 injuries.
This is the first major gas accident in the past five years, and it has sounded a heavy alarm for gas safety.
The Office of the State Council’s Security Committee reported that gas accidents occur frequently in individual regions and time periods in my country, and the gas safety situation is severe and complex.
As of the end of November, there have been 7 major gas accidents across the country this year, a larger increase over the same period in 2020 and 2019.
In particular, large gas accidents and typical accidents occurred in Liaoning, Hebei and other places recently. On September 10, a liquefied petroleum gas leak and explosion occurred in a residential building in Dalian, Liaoning; on October 18, Hebei Handan gas pipeline maintenance personnel were dealing with natural gas leaks. He died of suffocation; on October 21, a natural gas leak and deflagration occurred in a hotel in Shenyang, Liaoning; on October 24, a gas explosion occurred in a residential building in Dalian, Liaoning.
These accidents caused many deaths and injuries.
Expert: Some gas companies have failed to keep up with safety management
According to relevant experts from the Chinese Academy of Work Safety, these accidents have exposed four risks and problems in the field of gas safety:
——The problem of rapid development of gas and the lack of synchronization with safety is prominent. There are a large number of problems such as illegal occupation of gas pipelines and illegal crossing of confined spaces. Liquefied petroleum gas companies have outstanding behaviors such as illegal filling and unlicensed operations;
——Some gas companies pay more attention to efficiency than safety, and some gas companies are expanding rapidly across the country and "staking out the land", but their safety management has not kept up, safety technology and equipment are insufficient, and the safety production problems of holding or joint stock companies have been oversightly Out of control
——The problem of lagging in scientific and technological information methods is prominent. Gas self-closing valves and gas leak alarms are not used much. Many urban gas accidents are related to the lack of information-based gas alarm devices or failures, and the inability to perceive major risks in advance. ；
——The problem of the mismatch between the safety supervision tasks and the professional level of personnel law enforcement is prominent, and there are problems such as insufficient strength and insufficient professionalism of personnel in gas safety supervision.
In some places, over-reliance on self-management by gas operating companies, neglect of inspection and law enforcement, relaxation of vigilance, and "loose and soft" law enforcement.
Measures: to carry out investigation and remediation of hidden gas safety hazards nationwide
The Office of the State Council Safety Committee recently requested that local safety committees and relevant departments should conduct in-depth investigations and remediation of hidden gas safety hazards, and take targeted and effective measures based on lessons learned from recent accidents.
According to the person in charge of the State Council Security Committee Office, first, we must focus on outstanding issues and severely crack down on illegal subcontracting and illegal subcontracting of gas new construction and renovation projects, employment of employees without a license, illegal operations, and brutal construction outside the gas pipeline network. .
The second is to focus on key places, comprehensively investigate commercial and residential mixtures that use gas, catering establishments, old communities, farmer’s markets, and food stalls and snack bars that use bottled liquefied gas, and check whether there are gas pipelines occupying pressure and passing through confined spaces. , Unauthorized modification and other issues.
The third is to focus on key links, strengthen the illegal filling of liquefied gas stations and the rectification of "black gas cylinders", in-depth investigation of illegal storage and filling points located in densely populated places such as residential areas, and resolutely tackle problems such as illegal transportation and illegal distribution.
The fourth is to strictly implement the relevant provisions of the Criminal Law Amendment (11), resolutely transfer serious violations that endanger public safety to judicial authorities, encourage the public to report hidden dangers around them, and regularly report typical law enforcement cases and exposure accident cases to form a powerful deterrent.
Fifth, it is necessary to strictly implement the newly revised safety production law and urge all types of catering companies that use gas, especially those located in key places such as large commercial complexes, school and corporate canteens, to install flammable gas alarm devices as soon as possible, and ensure that they are normal Use, detect and dispose of gas leaks in time, and strictly prevent deaths and injuries.
