The requirements will mean some restrictions for the unvaccinated, but also for some who have been vaccinated.

Ruby Rojas is from Guatemala and is doing a master's degree in Lund.

She has received both of her injections in Sweden, but is one of those who cannot get a vaccine pass.

- I know that the passport will not be required at university.

But if I want to go to a bigger event, I will not come in without it, she says and continues:

- I have heard that several European countries are now tightening their covid restrictions, and I am worried that this will happen here as well.

In the clip above, Ruby Rojas tells more about her experience.

"Can not get vaccine certificate right now"

And the e-health authority confirms the problem.

Those who do not have a personal or coordination number are vaccinated on a so-called reserve number, which is issued by the region.

- If you have a spare number, you can not get a vaccine certificate right now in any case, says Annemieke Ålenius, head of department at the E-health authority.

The reason is that the spare numbers are not unique and therefore can not be linked to a specific individual.

Due to this, the vaccination can not be registered in the national vaccination register, where the e-health authority collects the information for its vaccine passports.

Working on a solution

- We have developed a solution that means that the regions can report the name, date of birth and which vaccine the person has received, so that we can issue a vaccine certificate, says Annemieke Ålenius.

According to Annemieke Ålenius, the new solution will be ready in mid-December, but before it can be rolled out, the E-health authority must agree with the regions on what their routines should look like.
