China News Service, Tianjin, November 28 (Reporter Zhang Daozheng) "Whether it is the whole year of 2020 or the first three quarters of 2021, cross-strait economic and trade exchanges have not been affected by cross-strait political relations, but have shown positive development. This is worthy of high recognition." Zhang Wuyue, director of the Research Center for Cross-Strait Relations at Tamkang University in Taiwan, expressed his observations on cross-strait relations.

On November 27, the first "Cross-Strait Common Market Haihe Forum" co-sponsored by the Research Center for Cross-Strait Relations, Nankai University Research Base on Cross-Strait Relations, Tianjin Taiwan Compatriots Investment Enterprise Association, and Taiwan Cross-Strait Common Market Foundation passed the "Online + Line" It was held in the form of “under”, experts and scholars from both sides of the strait carried out in-depth exchanges and discussions around the theme of “deepening cross-strait integrated development and building a cross-strait common market”.

"In the past 40 years, the economic and trade between the two sides of the strait have played an important role with each other. Although there have been great changes in politics between the two sides of the strait in the past 10 years, the economic and trade relations between the two sides have not decoupled as a result, but have become closer." Taiwan Politics Professor Lin Zujia of the University’s Department of Economics said that if the two sides of the strait can establish a cross-strait common market with economics and trade as the main axis during the "14th Five-Year Plan" period, it will not only lay a foundation for peace and stability in cross-strait relations, but also in the long run (in view) will be able to develop both sides of the strait. Complementary and mutually beneficial advantages.

Cao Xiaoheng, director of the Taiwan Institute of Economics of Nankai University, pointed out that the essence of cross-strait economic relations is first of all that "the economy on both sides of the strait belongs to the economy of the Chinese nation." A community where all things are prosperous, and all things are lost, this is the most important foundation for "creating a common market across the Straits" in the new era.

Tan Jinyu, director of the 9th Research Institute of the Taiwan Economic Research Institute, said that the construction of a cross-strait common market requires lowering trade barriers and eliminating barriers to differences in the exchange of production factors.

In the "14th Five-Year Plan", the mainland has made relevant efforts to promote trade liberalization and facilitation. At the same time, it also mentioned the establishment of a higher-level new open economic system.

It is hoped that within the "14th Five-Year Plan" period, cross-strait industrial cooperation can be deepened and the cross-strait goods and services investment agreement can be completed.

Sheng Jiuyuan, executive deputy director of the Taiwan Studies Center of the Shanghai Academy of Social Sciences, pointed out that the biggest dilemma faced by the construction of a cross-strait common market and the growth of the Chinese nation's economy is the obstruction and restriction of the DPP authorities.

Therefore, we should think about how to resume cross-strait communication and dialogue as soon as possible, especially on the basis of the "92 Consensus", and promote the formation of cross-strait institutionalized exchanges and cooperation.

Secondly, in the future, in terms of cross-strait industrial economic cooperation and the establishment of common research and development standards, a new path should be explored, such as bringing into play the vitality of the private sector and allowing the private sector to make more new explorations in these fields.

"Achieving the innovation of cross-strait cooperation model and promoting cross-strait economic cooperation into the new development pattern of the mainland needs to be realized through the construction of a cross-strait common market." Li Yue, a professor at the Taiwan Economic Research Institute of Nankai University, believes that the cross-strait common market should have the following connotations under the new pattern : The first is to increase the flow of factors, the second is to break internal barriers, the third is to further implement equal treatment, the fourth is to gradually improve policy coordination, and the fifth is to focus on cooperation in the digital economy.

Li Fei, director of the Hong Kong, Macao and Taiwan Research Center of Xiamen University, said that in order to realize the goal of cross-strait common market and deepen cross-strait integrated development, we should start from our own development interests and comprehensive strength and explore more practical and feasible policies.

First, we must improve the institutional framework of the cross-strait common market. On the basis of the existing institutional framework, we must strengthen the institutional innovation of the cross-strait common market, and give full play to the communication and coordination role of non-governmental mechanisms and non-governmental organizations.

Second, it is necessary to enhance the political space of the cross-strait common market, focus on the key points of the cross-strait common market, continuously enrich the policy content, and formulate detailed supporting policies at the same time.

Finally, it is necessary to consolidate the policy effects of the cross-strait common market, adopt the model of piloting and gradually promote, improve the effectiveness of the implementation of the mainland's Taiwan policy, and establish a regional docking mechanism for cross-strait common assets.
