During the session, the council was briefed on four messages received from the government related to the cabinet’s approval of recommendations adopted by the council during its discussion of four general topics in the seventeenth legislative chapter, the first of which is the recommendations of the topic “the policy of the Ministry of Climate Change and Environment on achieving sustainable development of fish, animal and agricultural resources in the country.” Where the Council of Ministers approved a number of recommendations related to the fish sector, namely “the effective implementation of Federal Law No. (23) of 1999 regarding the exploitation, protection and development of living aquatic resources in the country, in order to achieve the reduction of negative practices regarding the practice of the fishing profession in accordance with the requirements and regulatory procedures that stipulated by the law, obtaining the necessary licenses for fishing boats in accordance with the requirements and controls set by the law, and effectively implementing administrative penalties for violators of Ministerial Resolution No. (18) of 2012 regarding non-compliance with regulatory decisions related to fisheries, in a way that ensures that tools are not usedFishing prohibited by law.

The government also agreed to “increase the number of coordination meetings between the ministry and fishermen’s cooperative societies, and to conduct field visits to the sites of fishermen’s gatherings to identify the challenges and difficulties in the fishing profession, and to allow the children of underage fishing boat owners to accompany their parents to transfer experience and knowledge.”

While the government agreed to recommendations on the same subject related to the agricultural sector, namely “reviewing and evaluating the role of the General Organization for Marketing Agricultural Production in order to provide the necessary support to farmers and supplying them with fertilizers, seeds, pesticides and agricultural advice, as well as reconsidering Federal Law No. (2) of 1981 regarding ( The General Organization for Marketing Agricultural Production) in light of the review and evaluation of the role of the General Organization for Marketing Agricultural Production, the adoption of a card for national food products in sales outlets through cooperation with the relevant authorities, the preparation of systems and guides on modern farming patterns and sustainable awareness for farmers to preserve water resources, and others.

The recommendations approved by the government in the control and inspection sector and the future of the fisheries, agricultural and animal sectors included “practicing the profession of veterinary medicine and medical facilities, to ensure that the necessary licenses are fulfilled in accordance with the provisions of Federal Law No. (8) of 2017 regarding the practice of the profession of veterinary medicine, and the preparation of a future strategy for the agricultural sectors.” And the implementation of applied experiments with modern technologies and adapting them to suit the environmental conditions of the country, with the aim of raising production capacity, reducing production costs and ensuring food safety, and preparing innovative national projects to implement partnership programs between the Ministry and Minister of State for Food and Water Security, in a manner that ensures the achievement of the goals of the national strategy for food security. And preparing partnership programs with institutions of higher education and scientific research to encourage scientific research in universities and government colleges and use artificial intelligence to achieve state goals and ensure sustainable food security.

The Council of Ministers also informed the Federal National Council that it approved a number of recommendations regarding the Ministry of Justice’s efforts to develop the legal profession, including “accelerating the issuance of a new law regulating the legal profession in a way that keeps pace with the changes in the judicial workflow and economic and social developments in the country, and in particular achieves the following Reducing the overlap in the competencies between law firms and legal advice offices, and allowing citizen lawyers to practice some commercial activities according to the controls set by the Ministry, and issuing a decision by the Minister of Justice to amend some provisions of the executive regulations of Federal Law No. (23) of 1991 regarding the regulation of the legal profession issued By Decision of the Minister of Justice No. 972 of 2017; It includes the following:Amending Article (29) by allowing law firms to benefit from advertising promotions according to the controls set by the ministry, emphasizing the continuity of effective application of Article (35) of the executive regulations of the law regulating the legal profession referred to, and the development by the Ministry of Justice of oversight mechanisms for law firms and the necessity of offering awareness and training programs For new lawyers to reduce the phenomenon of shadow lawyers, activate channels of communication between the ministry and lawyers to inform them of legal developments in the legislation in the country, and develop programs and training courses. and informing them of modern laws and legislations to keep pace with the legislative objectives of the UAE Vision 2071 AD.

The Cabinet directed the Ministry of Justice to seek other recommendations on the same subject, in light of the government's plans and future programs.
