At the same time, there are still obstacles to the "strengthening" of capable people in return, and more measures need to be taken to allow capable people outside the country to come back and be able to keep it.

"Able people return to the village" to optimize the team structure

At present, the "two committees" of the village have aimed at the goal of "cultural tourism and prospering the village", and the branch is taking the lead in building homestays and developing experiential styles such as wild tea picking.   According to the staff of the county party committee organization department of a mountainous county in Fujian, since the beginning of this year, cadres at the county, township, and village levels have visited the village more than 4,600 times, contacted more than 700 talented people in other towns, and established “returning energy” on a village by village basis. There are still obstacles to "playing the fist"

  Although various places in Fujian have worked hard to create conditions for the recruitment of talents and have achieved certain results, there are still many obstacles to whether the talents of the recruitment can get down and get things done.

Many county party organization department heads told Banyuetan reporters that some capable people have been away from the rural environment because they have been out for many years, and they are not good at dealing with large and small conflicts in the village. In many counties, capable people have resigned due to "unacceptable water and soil".

  Some cadres and masses interviewed believe that there are problems in a few villages such as factional struggles and interference by religious clan forces. The situation in individual large coastal villages and suburban villages is more complicated.

If the able returnees cannot properly handle the relevant contradictions, they will not be able to establish prestige in the village, and they will be constrained everywhere in seeking development and doing practical things.

  In addition, among the capable groups cited back, veterans and returning college students are younger and have more expectations for personal development.

However, the current recruitment of civil servants and public institutions for "village chiefs" is only once every five years, and the scope of "village chiefs" is limited to the village branch secretary or village director.

As "one shoulder" has gradually become a trend, there is only one "village chief" left, and some villagers who are able to attract back to the village are unable to take up non-"village chief" positions such as the deputy director of the village because they are over the age of 45 required for the entrance examination. Participating in the recruitment examination has affected the executive's enthusiasm for entrepreneurship.

  In addition, the interviewed cadres suggested that capable people have methods, vision, and ability, and should be inclined in policies such as improving the business environment, supporting modern agriculture, and activating the cultural and tourism market, and encourage them to let them go.

At the same time, for villages where there are talented people who return, we will increase the selection of the first secretary, science and technology commissioners and other teams in the village, fully integrate and revitalize the rural human resources, and support the return of talented people to start their own businesses.

  Some interviewees pointed out that in recent years, urban communities have gradually improved the job hierarchy of community workers and opened up channels for promotion. Villages can learn from the community model and gradually improve the evaluation measures of the village’s “two committees” in accordance with the number of years of service and work.
