Xi Jinping emphasized that today, we formally announced the establishment of a China-ASEAN comprehensive strategic partnership.
This is a new milestone in the history of bilateral relations and will inject new impetus into regional and world peace, stability, prosperity and development.
Xi Jinping pointed out that the achievements of China-ASEAN cooperation in the past 30 years have benefited from the unique geographical proximity and humanities of the two sides, and it is also inseparable from us actively following the development trend of the times and making correct historical choices.
The first is mutual respect and adherence to the basic norms of international relations.
Equality and harmony are our common aspirations.
We took the lead in advocating the Five Principles of Peaceful Coexistence and the "Bandung Spirit". China was the first to join the "Treaty of Amity and Cooperation in Southeast Asia" among ASEAN dialogue partners.
We take care of each other's major concerns, respect each other's development paths, increase understanding and trust through sincere communication, seek common ground while reserving differences, and resolve differences and problems together, and jointly maintain and promote Asian values.
The second is win-win cooperation and follow the path of peaceful development.
To achieve national stability and people's happiness is our common goal.
We firmly maintain regional peace and stability, always focus on the theme of development, take the lead in establishing free trade zones, high-quality joint construction of the "Belt and Road", and jointly promote the signing of the Regional Comprehensive Economic Partnership Agreement, which has promoted regional integration and development and the well-being of the people.

Xi Jinping put forward five suggestions on the future China-ASEAN relations.
First, build a peaceful homeland together.
Peace is our greatest common interest and the greatest common expectation of people of all countries.
We must be the builders and guardians of regional peace, insist on dialogue, not confrontation, partnership and non-alignment, and work together to deal with various negative factors that threaten to undermine peace.
We must practice true multilateralism and insist on discussing international and regional matters.
China resolutely opposes hegemonism and power politics, and is willing to live in friendship with neighboring countries for a long time and jointly maintain lasting peace in the region.
China supports ASEAN’s efforts to build a nuclear-weapon-free zone and is willing to sign the protocol to the Southeast Asia Nuclear-Weapon-Free Zone Treaty as soon as possible.
Second, build a peaceful home together.
The new crown pneumonia epidemic once again proves that there are no islands of absolute security in the world, and that universal security is true security.
China is willing to launch the "China-ASEAN Health Shield" cooperation initiative: including providing additional 150 million doses of COVID-19 vaccine free assistance to ASEAN countries; an additional US$5 million to the ASEAN Anti-epidemic Fund, increasing joint vaccine production and technology transfer, and launching key drugs Research and development cooperation; help ASEAN strengthen the construction of the grassroots public health system and the training of talents.
We must adhere to a common, comprehensive, cooperative, and sustainable security concept, and deepen cooperation in defense, counter-terrorism, maritime joint search and rescue and exercises, combating transnational crime, and disaster management.
We must jointly maintain the stability of the South China Sea and build the South China Sea into a sea of peace, friendship, and cooperation.

The global development initiative I put forward not long ago meets the development needs of ASEAN countries and can be synergistic with the "ASEAN Community Vision 2025".
China is willing to provide ASEAN with another 1.5 billion U.S. dollars in development assistance in the next three years for ASEAN countries to fight the epidemic and restore their economies.
China is willing to carry out international development cooperation with ASEAN, support the establishment of a China-ASEAN development knowledge network, strengthen exchanges and cooperation in the field of poverty reduction, and promote balanced and inclusive development.
Start the construction of version 3.0 of the China-ASEAN Free Trade Area as soon as possible, enhance the level of trade and investment liberalization and facilitation, expand cooperation in new areas such as digital economy and green economy, and jointly build a demonstration zone for economic and trade innovation and development.
China is willing to import more high-quality products from ASEAN countries, including striving to import 150 billion U.S. dollars of agricultural products from ASEAN in the next five years.
It is necessary to jointly build the “Belt and Road” with high quality and further build the “Belt and Road” international production capacity cooperation high-quality development demonstration zone. ASEAN countries are welcome to participate in the joint construction of new international land-sea trade channels.
China will launch a scientific and technological innovation promotion plan to provide ASEAN with 1,000 advanced and applicable technologies, and support 300 young ASEAN scientists to come to China for exchanges in the next five years.
It is advisable to carry out a dialogue on digital governance and deepen the innovative application of digital technology.
Fourth, build beautiful homes together.
China is willing to conduct a dialogue on climate change with ASEAN, strengthen policy communication and experience sharing, and align sustainable development plans.
It is necessary to jointly promote regional energy transformation, explore the establishment of clean energy cooperation centers, and strengthen the sharing of renewable energy technologies.
It is necessary to strengthen green finance and green investment cooperation to provide support for regional low-carbon sustainable development.
China is willing to launch the China-ASEAN Green Agriculture Development Action Plan.
Enhancing the vitality of the China-ASEAN Ocean Science and Technology Joint R&D Center, building a blue economic partnership, and promoting the sustainable development of the oceans.
Fifth, build a friendly home together.
We must advocate the common values of peace, development, fairness, justice, democracy, and freedom for all mankind, actively consider the orderly restoration of personnel exchanges after the epidemic, and continue to promote exchanges in the fields of culture, tourism, think tanks, media, and women.
China is willing to strengthen cooperation with ASEAN in vocational education and mutual recognition of academic qualifications, and increase the number of China-ASEAN Elite Scholarships.
Next year, we will usher in the Beijing Winter Olympics and the Hangzhou Asian Games one after another. China is willing to use this as an opportunity to deepen sports exchanges and cooperation with ASEAN countries.
