Fumiko Kinoshita, a member of the Tokyo Metropolitan Assembly, who was charged with violating the Road Traffic Act for repeating unlicensed driving, resigned on the night of the 22nd.

そのうえで「免許停止中に車を運転することは都議会議員であろうとなかろうと、あってはならないことです。にもかかわらず、私は免許停止中に運転し、交通事故を起こしました。多くの方々から『到底許されない』『規範意識がうすい』『議員の資質に欠ける』など、厳しい意見をいただきました。当然のことだと思っています」と話しました。
そして「交通法規に対する順法精神が、しかんしていたことは本当に申し訳なく思います。今後下される司直の判断に従い、罪を償っていきます。多くの都民、有権者の皆さんに改めておわび申し上げます」と述べ、謝罪しました。
また「『後悔先に立たず』ということばがありますが、無免許運転をしたことで失ったものの大きさは計り知れず、反省しています」と述べました。
記者から辞職の表明が22日までかかった理由について問われると、木下議員は「心身に不調をきたしたことや、また、仕事をしたいと、仕事の結果の中で、ご批判を踏まえて頑張らせていただきたいという思いがあった。議員の辞職・失職に関しては法律によって規定されていて、そういったことに至らない段階だったこともあり、いろんな要素が重なって本日の決断になりました」と述べました。
また、ことし7月の都議会議員選挙に当選したあとの議員報酬などについて「私はこの間の報酬は受け取らないと考え、報酬については寄付をし、政務活動費は請求をしておりません。11月の初旬だったと思いますが、新しい任期になってから議会を欠席していました3か月分の給料、総額190万円弱を銀行振り込みで女性たちや子どもたちの支援をしている団体などに寄付させていただきました」と述べました。
木下議員は辞職しましたが、来月10日に冬のボーナスが満額の6割の、およそ120万円が支給されます。
これについて、木下議員は「報酬と同様に考えています。3か月、休んでいた分はおそらく寄付になると思います。私は受け取らないという形で考えています」と述べました。
その一方で、所属する委員会への出席に向けて準備を進めた今月分の議員報酬とボーナスについては「仕事がしたくて出てきたということも踏まえ、受け取るかどうかは検討したい」と述べ、寄付するかどうかは明言しませんでした。
また、木下議員は「コロナ禍で届く声は日増しに増えてきました。事故を起こした私に『負けずにがんばってほしい』『これからも力を貸してほしい』など、応援下さった人の多くは、困りごとの解決にあたっていた方々です。そんな皆様の声、事故以来、直接、具体的に支えてくれた支援者の皆さん、家族には感謝しかありません。本日、辞職を決断して、ご期待に応えられなくなったことに対しては、本当に申し訳ない気持ちです」と述べました。
一方、事故後、すみやかに公表しなかったことについては「隠すつもりは全くありませんでした。しかし、隠蔽したと思われて当然の状況で、公人としてのリスクマネジメントができていなかった」と述べました。
