The conclave has been clouded by the internal pulses between Genoa and the president of the Community of Madrid, Isabel Díaz Ayuso, and the controversy over the audios of Juan Marín, vice president of the Board and leader of Cs.

For this reason, during his speech, Moreno struck the table and made a fiery defense of "unity, unity and unity."

The blow to Moreno's table comes after the president of the Community of Madrid claimed this Friday the independence of the regional presidents of the PP against Genoa and advised him: "Fly free and make your own decisions."

Ayuso thus defended that President Moreno call the Andalusian elections when he considered appropriate, ignoring the possible pressures from Genoa.

During his speech, Moreno recalled how three years ago, before the autonomous elections of December 2018, "many called us crazy because we believed in change" and that the PP could govern in Andalusia.

It has been exactly 1,039 days - almost three years - that Juanma Moreno has been president of the Junta de Andalucía.

After the 2018 elections, he achieved something that seemed unthinkable for the Andalusian right: reaching power, after almost four decades of experience in the opposition.

"They underestimated us and ignored the force of change," he said.

Juanma Moreno's victory was against all odds and with the worst results of the Andalusian PP in its history.

are now represented in the Andalusian Parliament with 26 seats, of the 109 that are in the Chamber, very far, therefore, from the ceiling reached by this formation in 2012, when Javier Arenas achieved no less than 50 deputies, three more than the PSOE, thus ranking for the first time in the party with the most votes in Andalusia.

However, the post-electoral pacts closed the way to the PP of Arenas.

The socialist José Antonio Griñán joined his 47 seats to the 12 of Izquierda Unida, then led by Diego Valderas, placing himself above the 55 that mark the absolute majority.

Juanma Moreno lived the opposite path to that of Arenas after the election night of December 2, 2018. With the worst results in some elections -26 seats, the same as in the Andalusian elections of 1990, with Gabino Puche as the presidential candidate- managed to evict Susana Díaz's PSOE from power.

The Andalusian PP agreed with Citizens and got Vox to support the investiture of Moreno, sealing an alliance that has been maintained throughout this term, in which the three formations have voted in favor of three budgets (that of 2019, 2020 and 2021) .

To carry out the 2022 budgets it seems unlikely that these alliances will be repeated.

Part of the fault is the audios of Marín, filtered with full negotiation of the accounts by the Minister of Finance, Juan Bravo, with the PSOE and Vox.

The sound recordings dynamited the possible agreements and caused both parties to present amendments to the entire legislative project that begins to be debated on November 24 in the Andalusian Parliament.

Tribute to the presidents

Before the intervention of the leader of the Andalusian PP, there has been a tribute to the six presidents of this formation: Antonio Hernández Mancha (1987-1989), Gabino Puche (1989-1993), Javier Arenas (1993-1999) (2004-2012) , Teófila Martínez (1999-2004), Juan Ignacio Zoido (2012-2014) and Moreno himself, who began his stage in 2014.

In this way, the PP-A pays tribute to its presidents and marks the "difference" - Moreno has said - with "other parties that have them hidden", in reference to the PSOE and the former presidents of the Junta de Andalucía and former socialist presidents Manuel Chaves and José Antonio Griñán, both convicted by the ERE.
