The energy "national team" protects the masses through the winter

Recently, the northern region has entered the heating season one after another.

The supply of energy such as electricity and coal this winter and next spring is related to the basic lives of the people and the stable operation of the economy.

Central SOEs are the main force in China's energy supply, taking on more than 90% of the oil and gas supply, more than 60% of the electricity supply, and more than 25% of the coal supply.

Increasing coal production and supply, increasing oil and gas reserves and production, and generating more electricity... For the past few days, this energy "national team" has been fighting hard to ensure supply, guarding the lights of thousands of homes, and ensuring the warmth of the people through the winter.

Incremental price stabilization, stepping up to release production capacity

This year, in many areas, the temperature in autumn and winter is lowered earlier than in previous years. Adequate energy guarantee is the “grain and grass” reserves for the winter.

On October 20th, China Coal's first batch of winter heating coal was officially loaded and sent to the heating and thermal power plant in Dalian, Liaoning Province.

As coal begins to ship, the coal supply gap in thermal power plants will be effectively eased.

On October 23, under the Kunlun Mountains during the frost season, LNG tank trucks loaded with green energy rushed to the Lhasa Natural Gas Station in Tibet.

Recently, the temperature in Lhasa has dropped, and the daily output of the Lhasa Natural Gas Station under the Qinghai Branch of China National Petroleum and Natural Gas Sales Company has continued to increase. It is estimated that the gas supply will reach 280,000 cubic meters by December.

People's livelihood needs are action instructions.

On the transportation side, coal, natural gas and other energy sources have been accelerated throughout the country to reach the areas where they are needed; on the production side, many energy central enterprises have organized production according to their maximum capacity under the premise of ensuring safety, and their production capacity has continued to increase.

In October, the National Energy Group completed a total coal output of 50.64 million tons, breaking through the 50 million tons mark for the first time.

PetroChina's natural gas resource supply will exceed 100 billion cubic meters this winter and next spring, a year-on-year increase of 8.4%, a record high.

CNOOC tapped the potential for increasing supply. On October 25, the natural gas resource of the heating season was 26.8 billion cubic meters.

"We will do everything possible to increase production and supply, to ensure that production is available, harvested, and shipped." The person in charge of the relevant central enterprise said.

One is to increase production, and the other is to stabilize prices.

Since the beginning of this year, global energy demand has increased sharply, coal prices are high, and thermal coal and electricity prices are inverted, causing power generation companies to lose money.

But recently, China Coal Group has taken the lead in supplying 57,000 tons of thermal coal to Huaneng Yingkou Power Plant at a price of 1,200 yuan/ton, which is really benefiting the society.

In order to fully guide the rational return of coal prices, China Coal Group and the National Energy Group Coal Operation Company have made promises to ensure supply and stable prices.

"Through the joint efforts of all parties, new progress has been made in guaranteeing the supply of central enterprises, especially in order to further ease the tensions in guaranteeing supply in the Northeast." Peng Huagang, secretary general of the State-owned Assets Supervision and Administration Commission of the State Council, said earlier.

Data show that from September 27 to November 2, the average daily coal output of central SOEs reached 2.81 million tons, an increase of more than 20% compared to before the 27th.

As of November 2 this year, central SOEs have produced 840 million tons of coal, an increase of 4.8% year-on-year, which is higher than the national coal output growth rate.

The central enterprises undertaking the task of guaranteeing supply in the Northeast region have made full efforts to ensure energy supply. As of November 2, the Northeast Electric Coal inventory of the central enterprises was 11.57 million tons, an increase of 68.4% from September 27, and the average available days was 29.4 days.

Since September 27, there has been no more power-cutting accidents.

Power generation and heat transmission, stable energy consumption for people's livelihood

"I was in the heat exchange station of Huaxing District, Huadian Heating, and the electronic screen of the automatic control cabinet showed that the water supply temperature was 57.2 degrees Celsius, and the operation was in good condition." At 7:06 in the morning on November 1, the heating staff of China Huadian Group Hebei Branch was like this Introduce the operating conditions of the heat exchange station on the first day of heating.

In response to the low temperature weather, Hebei Province officially started heating in advance on November 1.

As the main force of central heating in the main urban area of Shijiazhuang City, Huadian Hebei Branch plans in advance to ensure fuel supply, repair heating equipment, strengthen refined management, and deliver warmth to citizens' homes as soon as possible.

"The unit outlet switch is closed!" At 14:13 on October 7, Unit 1 of the Fushun Thermal Power Branch of the Northeast Company of State Power Investment Corporation was officially connected to the grid.

This grid connection is different from usual.

On October 1, the Liaoning Provincial Power Grid Dispatcher issued an emergency start-up instruction to the company.

At this time, the unit has been overhauled for 7 days as scheduled, and a large number of major equipment is in disintegration.

In the face of the emergency situation of insufficient power supply in the Northeast, the staff took a break and did not stop work. They worked hard at the inspection site and completed the inspection task 15 days in advance to achieve a combination of two 300,000 kilowatts of power to ensure electricity.

In order to enable thousands of households to use stable and reliable electricity and heat in a timely manner, various power generation, heating, power grid and other enterprises have continuously improved emergency plans for unit operation, pipeline network repairs, coal reserves, etc., and they are intensified during special periods. Citizen.

Electric power companies are vigorously developing coal source procurement channels and making every effort to ensure that the generating units can be opened as much as possible.

The State Power Investment Corporation visited major coal companies, coordinated to increase the long-term agreement fulfillment rate, and expanded the amount of imported coal to increase the supply of thermal coal.

From October 1st to 24th, the group’s overall inventory increased from 5.08 million tons on the 1st to 7.09 million tons, and the number of days available for pitheads and direct power plants increased from 13.2 days to 20.6 days, and power plants with an inventory of less than 7 days have been 18 consecutive days. The day is cleared.

Power grid companies are digging deeper into the power generation and power supply capabilities to promote the full generation of all types of generating units.

By November 7, the power supply and demand situation in the operation area of the State Grid returned to normal.

The grid-connected power generation capacity has been significantly improved, the power generation capacity of coal-fired power generation units has been greatly improved, the largest orderly power consumption scale of the entire network has been greatly reduced, and the power gap has been significantly reduced.

State Grid spokesperson Meng Haijun said that the company has implemented comprehensive policies and made efforts from multiple directions of generation, supply, and use.

Data show that electricity consumption by residents accounts for about 15% of all electricity consumption, while gas consumption for civilian life accounts for less than 50% of all gas consumption.

Relevant departments have made it clear that they must insist on giving priority to people's livelihood, resolutely protect people's livelihood energy, and ensure that there are no restrictions on electricity and gas.

This energy "national team" fighting on the front line is using actions to show that energy consumption for people's livelihood is guaranteed.

Take responsibility and contribute to energy supply

Set up an emergency service team, with customer service and emergency repair personnel on standby 24 hours a day; carry out the "winter and summer treatment" of heating equipment in advance; race against time to pick up and unload fuel, unload it on demand, and do not crush the car... For many years, various energy central enterprises will guarantee The unimpeded supply is the focus of work, and a complete work system is formed.

"Unloading one more truckload of coal will provide more protection for the power supply. No matter how hard it is, it is worth it." "Winter heating is a major livelihood issue for thousands of households. We will do everything possible to ensure the safety of heating and keep the people warm during the winter"... …Many cadres and employees of central enterprises have regarded energy supply as their mission.

In the face of the recent continued tight supply and demand of domestic power and coal, the State-owned Assets Supervision and Administration Commission of the State Council has convened many meetings to make arrangements for central enterprises to ensure energy and power supply for this winter and next spring.

At the same time, the State-owned Assets Supervision and Administration Commission has issued energy supply guarantee assessment measures for this winter and next spring, taking guarantee supply as the main indicator of enterprise assessment this year, and implementing "one-vote veto" to further promote enterprises to fulfill their responsibilities and make more contributions to energy supply.

For all types of central energy enterprises, the relevant requirements have been clarified:

Under the premise of ensuring safety, coal companies should take multiple measures, increase production and supply, take the lead in signing mid- and long-term contracts, and increase contract performance rates; power generation companies should increase coal procurement, keep a safe bottom line for 7 days of coal storage, and fully start non-compliance. Plan to shut down generating units, do everything possible to open up and fully generate, hydropower and nuclear power companies should send more and more power to provide effective supplements for coal-fired power generation; power grid companies should strengthen large-scale resource allocation and unified dispatch of the entire network, and resolutely implement " The requirements of “restriction of electricity without opening the gate” and “suppression of the people”; petroleum and petrochemical companies must make every effort to increase production and reserves, and ensure the demand for heating gas during the peak winter period in the north and power generation during the peak period in the south.

In addition, in order to further give play to the pillar role of state-owned enterprises in ensuring supply, the SASAC recently studied and drafted emergency notices to supervise local SASACs to consolidate the main responsibilities of local state-owned enterprises, and make every effort to increase production, stabilize supply and expand sales at the critical moment of ensuring supply. Ensuring the people to survive the winter warmly and provide strong support.

“The SASAC and the central enterprises will stick to the bottom line of energy consumption for people’s livelihoods, do their best to supply coal, heating, and gas with higher standards, greater intensity, and more detailed measures, and resolutely fight to win the battle to ensure supply this winter and next spring. To ensure that the people live through the winter warmly and maintain the stable operation of the national economy, actively contribute to the power of state-owned and central enterprises," said Peng Huagang.
