Today, Syrian President Bashar al-Assad issued Legislative Decree No. 28 of 2021 to strengthen the role of the Jurisprudence Scientific Council and expand its powers. The decree included the formation of a council called the Jurisprudential Scientific Council in the Ministry of Awqaf. The first in Damascus as a member, thirty scholars from among the top scholars in Syria, representing all sects, members, a representative of the young imams as a member, five of the scholars of the Noble Qur’an as members.


The council also includes a representative of the University of the Levant for Sharia Sciences as a member, two representatives of Sharia faculties in public universities as members.

The decree indicated that in addition to the functions of the Jurisprudence Scientific Council, determining the dates of the beginning and end of the lunar months, seeking and proving new moons, announcing the consequent jurisprudential rulings related to Islamic religious rituals and rituals, issuing fatwas based on Islamic jurisprudential evidence based on Islamic jurisprudence with all its doctrines, and setting foundations and standards And the mechanisms necessary to organize and control it, and cancel paragraph E of Article 3 of Law No. 31 of 2018, and cancel Chapter Nine of Chapter Three, which contains Article 35 of the said law.
