For over 15 years, tenants in the property have testified about a landlord who harasses them and threatens to terminate leases and legal proceedings to get their will through.

The Svea Court of Appeal decided last year that the property will be compulsorily managed by the municipal housing company Stockholmshem until the year 2025 when the landlord mismanages his assignment.

This is the second time the property is under compulsory management, but now a large number of tenants want the city of Stockholm to go one step further and buy the property out under duress.

On Tuesday, they submitted a call to the real estate and housing council Dennis Wedin (M).

Compulsory redemption of property with the support of the Housing Administration Act has never occurred in Sweden, despite the fact that the possibility has existed since the 1970s, writes Bengt Öhman, lawyer at the Tenants' Association to SVT.

Checks and surveillance of the tenants

The landlord has previously denied the tenants' accusations, both in court and in the media.

But the Svea Court of Appeal writes in its decision that testimonies and written evidence clearly show that threats of terminated agreements were used as a means of pressure and "checks and surveillance of the tenants and their personal activities that went far beyond what can be considered acceptable in a tenancy".

SVT has tried to reach the landlord for a comment.
