Chinanews.com, November 11, according to the official WeChat news of the Ministry of Ecology and Environment, on November 10, China and the United States issued the "Sino-US Glasgow Joint Declaration on Strengthening Climate Action in the 2020s" during the United Nations Climate Change Conference in Glasgow.

  The full text of the declaration is as follows:

  1. China and the United States review the "China-US Joint Statement on Response to the Climate Crisis" issued on April 17, 2021.

The two countries are committed to the effective implementation of the statement and appreciate the in-depth work and the significance of the ongoing discussions so far.

  2. China and the United States have further realized the severity and urgency of the climate crisis under the warnings of the Working Group I report of the sixth assessment report of the Intergovernmental Panel on Climate Change issued on August 9, 2021.

The two countries pledged to take accelerated actions in the critical decade of the 2020s and cooperate in multilateral processes including the United Nations Framework Convention on Climate Change to address the climate crisis in order to avoid catastrophic impacts.

  3. China and the United States recalled the two countries’ commitment to work together and work with other parties to strengthen the implementation of the Paris Agreement, and at the same time recall that the purpose of the Paris Agreement is to control the global average temperature rise below 2°C in accordance with Article 2 of the agreement. Within 1.5°C.

To this end, the two sides pledged to make efforts, including intensified and enhanced climate action in the 2020s under the framework of the Paris Agreement, so that the above-mentioned temperature rise limit targets can be achieved, and to cooperate in identifying and responding to related challenges and opportunities.

  4. Moving towards the future, China and the United States welcome the major efforts made by the world to tackle the climate crisis.

However, it is also recognized that there is still a significant gap between these efforts and their overall effects and the efforts required to achieve the goals of the Paris Agreement.

The two sides emphasized that it is very important to fill this gap as soon as possible, especially through efforts to improve.

The two countries have announced plans for this decisive decade. According to different national conditions, they will each, work hand in hand and work with other countries to strengthen and accelerate climate action and cooperation aimed at narrowing the gap, including accelerating green and low-carbon transformation and climate technology innovation.

  5. The two sides plan to seize this critical moment and devote themselves to expanding each other and working together to accelerate the transition to a global net-zero economy.

  6. The two sides recalled that the two countries plan to continue discussing specific emission reduction actions in the 1920s before and after the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change, so as to ensure that the temperature rise limitation targets in accordance with the Paris Agreement can be met. accomplish.

Adhering to this clear purpose, and expecting that specific forms of cooperation including the formulation of specific goals, indicators, policies and measures will significantly promote emission reductions, the two parties plan to carry out the following actions and cooperation.

  7. The two parties plan to cooperate in the following areas:

  (1) The regulatory framework and environmental standards related to reducing greenhouse gas emissions in the 2020s;

  (2) Maximizing the social benefits of the clean energy transition;

  (3) Encouraging policies to promote decarbonization and electrification of end-user industries;

  (4) Key areas related to circular economy, such as green design and renewable resource utilization;

  (5) Deployment and application of technologies, such as carbon capture, utilization, storage, and direct air capture.

  8. The two countries are particularly aware of the significant impact of methane emissions on warming, and believe that greater action control and reduction of methane emissions are necessary matters in the 2020s.

to this end:

  (1) The two countries plan to cooperate to strengthen the measurement of methane emissions; exchange information on their respective policies and plans to strengthen methane control; and promote joint research on methane emission reduction challenges and solutions.

  (2) The United States has announced its methane emission reduction action plan.

  (3) Taking into account the above cooperation, the two parties will take the following actions before the 27th Conference of the Parties to the United Nations Framework Convention on Climate Change as appropriate:

  1. Both parties plan to formulate additional measures to strengthen methane emission control at the national and sub-national levels.

  2. China plans to formulate a comprehensive and strong national action plan for methane in addition to its recently announced nationally determined contributions, and strive to achieve significant results in controlling and reducing methane emissions in the 2020s.

  (4) China and the United States plan to convene a meeting in the first half of 2022 to focus on specific matters of strengthening methane measurement and emission reduction, including the adoption of standards to reduce methane emissions from fossil energy and waste industries, and the reduction of agricultural methane emissions through incentives and projects .

  9. To reduce carbon dioxide emissions:

  (1) The two countries plan to cooperate in the following areas:

  1. Support the effective integration of high-proportion, low-cost, intermittent renewable energy policies;

  2. Encourage a transmission policy that effectively balances power supply and demand across a wide area;

  3. Distributed power generation policies that encourage the integration of solar energy, energy storage and other clean energy solutions closer to the end of power use;

  4. Energy efficiency policies and standards to reduce power waste.

  (2) The United States has set a goal of achieving 100% zero-carbon pollution electricity by 2035.

  (3) China will gradually reduce coal consumption during the "15th Five-Year Plan" period and will do its utmost to speed up this work.

  10. The two countries recognize that the elimination of global illegal deforestation will help achieve the Paris goals and welcome the Glasgow leader's declaration on forest and land use.

The two sides plan to jointly support the elimination of global illegal deforestation by effectively implementing their respective laws prohibiting illegal imports.

  11. The two parties reviewed their respective commitments to terminate support for international coal power plants that have not installed emission reduction facilities.

  12. Regarding the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change, the two countries support strong, balanced, and inclusive results in mitigation, adaptation and support, and must send a clear signal, that is, Parties to the Paris Agreement:

  (1) Commit to respond to the climate crisis by strengthening the implementation of the Paris Agreement, embodying the principles of common but differentiated responsibilities and respective capabilities, and considering different national conditions;

  (2) Recalling that the purpose of the Paris Agreement is to control the global average temperature rise to less than 2°C, and strive to limit it to 1.5°C, and promise to make efforts, including taking vigorous actions during this critical decade. Make the above-mentioned temperature rise limit targets achievable, including notification or update of nationally determined contributions and long-term strategies for 2030 when necessary;

  (3) Recognizing the importance of adaptation to addressing the climate crisis, including further discussing global adaptation goals and promoting their effective implementation, as well as expanding funding and capacity building support for adaptation actions in developing countries;

  (4) Determined to ensure that their collective and individual efforts refer to the best available science.

  13. The two countries value the commitments made by developed countries, and within the framework of meaningful mitigation actions and implementation transparency, the goal of collectively mobilizing 100 billion US dollars per year by 2020 and continuing to 2025 to respond to the needs of developing countries, and emphasizes The importance of fulfilling this goal as soon as possible.

  14. The two countries will cooperate at the 26th Conference of the Parties of the United Nations Framework Convention on Climate Change to complete the implementation details of Articles 6 and 13 of the Paris Agreement, as well as issues such as a common time frame for nationally determined contributions.

  15. The two countries plan to announce their nationally determined contributions for 2035 in 2025.

  16. The two sides plan to establish a "Working Group on Enhanced Climate Action in the 2020s". The working group will meet regularly to address the climate crisis and promote multilateral processes, focusing on strengthening specific actions in this decade.

This may include continuing policy and technical exchanges, identifying plans and projects in areas of interest of both parties, holding meetings of intergovernmental and non-governmental experts, promoting the participation of local governments, businesses, think tanks, scholars and other experts, and exchanging the latest in their respective national efforts.
