On October 19th, local time, the Ministry of Internal Affairs and Communications of Japan determined that a large-scale mobile phone communication failure occurred in Japan's NTT Docomo company as a "major accident."

  According to the report, in the mobile phone communication failure incident of Japan's NTT Como, the affected users were about 4.6 million voice calls and more than 8.3 million data communications, totaling at least 12.9 million.

  In order to assume responsibility for the accident, 8 cadres including Ikiyuki, the president of Japan’s NTT Metropolitan Co., took the initiative to return the salary of the directors, and Ii returned 20% of his monthly salary.

  According to reports, 29 hours after the failure occurred, it was fully recovered at 10 pm the next day.

  During this period, more than 10 million users had difficulty in voice calls or network connections, and about 1 million of them were unable to use mobile phone communication functions at all.

  The Ministry of Internal Affairs and Communications of Japan has stated that the communication failure has constituted a "major accident" according to the "Electrical Communications Business Act" and requested Docomo to submit a related report before November 13.
