Emmanuel Macron hardened his tone.

"Job seekers who do not demonstrate an active search will have their allowance suspended," announced the Head of State during his televised address Tuesday evening.

In addition, "Pôle Emploi will review the hundreds of thousands of unanswered job offers in the coming weeks," he added.

A strengthening of controls which therefore comes at a time when the unemployment insurance reform will enter into force on December 1.

"Controls will increase by 25%"

Nothing changes for job seekers who have to confirm themselves each month that they are looking for a job.

In the event of fraud, the allowances are suspended but Emmanuel Macron wants the controls to be stepped up to verify that these declarations are correct.

Pôle emploi will then increase its efforts to monitor the unemployed by 25% over the next six months.

"A million unfilled offers"

Emmanuel Macron has shown that he wants more firmness.

He first asked Pôle emploi to quickly list all the job offers that are currently unanswered and he wants job seekers to show that they are actively looking for a job.

An unemployed person who is looking for or has completed training in the construction sector or in the hotel and catering industry, for example, is likely to be called upon from December.

"It is estimated that a little over a million job offers are available and the vacancies that have not been filled for more than a year represent about 300,000 jobs", indicates Jean-Eudes Du Mesnil, secretary General of the Confederation of Small and Medium-Sized Enterprises (CPME). 

Jobs in different sectors

These 300,000 jobs that have not been filled for more than a year concern very different sectors: qualified positions such as carpenters, turn-millers, but also less manual positions such as accountants.

The catering, personal service, security and road transport sectors are also concerned.

"The heads of companies are tearing their hair out. They do not understand that they are not succeeding in recruiting while at the same time, there are several million compensated job seekers. It is true that there, there is something paradoxical, ”he says.

Is there a motivation problem in France?

"Probably", replies Jean-Eudes Du Mesnil.

But "the vast majority are people who are actually looking for work."

However, one thing goes up regularly, confides the secretary general of the CPME: "We regularly have business leaders who come to us saying that they offer employees an indefinite contract and who are increasingly refused. by saying 'no, we are going to register with Pôle Emploi'.
