They should be given not only insulin free of charge, but also all the necessary consumables: needles for syringe pens, test strips for glucometers and sensors for measuring blood sugar. It is very important to continuously monitor the glucose level of young children with diabetes, because, due to their age, they do not yet know how to determine themselves when their health is deteriorating and say about it.

In practice, they were given the necessary consumables with a delay, not in full or not at all. Appeals to the governor of the Voronezh region led to short-term improvement. The regional health department replied to RT's request that medical devices were purchased "in the required volume in accordance with the requests of polyclinics." “Patients are provided with pumps, modern insulins, test strips. The provision of medical products is carried out according to the doctor's prescriptions, ”the department added.

As for continuous glucose monitoring systems, the department said that sensors for them are not included in the standard and in the list of medical devices sold free of charge on prescriptions for medical devices when providing a set of social services: “In this connection, the provision of these medical devices is not is the subject's expenditure obligations ”.

More than 50 parents were going to apply to the prosecutor's office and the court. After the publication of RT, the regional prosecutor's office conducted a check for violations of the rights of minors. The audit assessed the actions of officials responsible for purchasing medical devices and providing them to children in need.

“The issues of providing children with medicines and medical products are under constant control of the regional prosecutor’s office,” the department noted. - In the course of the work carried out, violations are revealed, measures are taken to restore the violated rights of children. So, in 2020, the prosecutor's office revealed more than 20 (since the beginning of 2021 - 15) violations in this area, five submissions were made (in 2021 - three), the rights of six minors were restored (in 2021 - four). In addition, this year the regional government has introduced an idea of ​​providing children with rare "orphan" diseases with drugs. "

Based on the results of the audit after the publication of RT, the regional prosecutor's office submitted to the regional government a proposal to eliminate the violations of the law when providing children with diabetes with medical products, including means of continuous monitoring.

“In the course of considering the appeal of N.'s legal representative to the Leninsky District Court of Voronezh, the Zheleznodorozhny District Prosecutor's Office filed a statement of claim on imposing the obligation on the Voronezh Region Health Department to organize the provision of a free medical device to the minor - a system of continuous glycemic monitoring.

Upon receipt of similar appeals to the regional prosecutor's office, the issue of the need to protect the rights of minors in court will be considered, ”the department said.

"The department is in no hurry"

The mothers of the children about whom RT wrote, they say that the situation has gotten off the ground, but is still far from ideal.

“Some time later they called me from the pharmacy and told me to come for the test strips, the recipes for which they had for a long time,” says Anna Kryachko, Daria’s mother.

Alexandra Chirva, Pavel's mother, says that after the publication they were given insulin and a pack of needles at the pharmacy: “There are no test strips, they took the phone number and, as always, promised to call, nothing new.

And on November 8, they finally gave away the strips for October. "

According to Svetlana Lesnykh, Nazar's mother, after the publication, endocrinologists contacted many of the parents, asked to come to the clinics and sign the cards.

She herself did not go in October, as there was a tense situation with the incidence of COVID-19 in Voronezh, and the family considered it advisable to isolate herself.

Now in their clinic there is a new endocrinologist, on whom Nazar's mother has high hopes: "A very responsible doctor, now he gets to know everyone, personally invites you to an appointment, checks self-control diaries, gives recommendations, writes prescriptions on time."

But with the provision of consumables, everything is not so rosy, Svetlana sighs: “Some were given needles for pen syringes in October, some did not, like test strips, even according to prescriptions.

Allegedly, they are not allowed to us, although they are given to others.

We bought insulin, needles, test strips and monitoring ourselves in October.

In November, we were given insulin and test strips, but again there are no needles.

And the health department, unfortunately, is in no hurry to provide consumables and still deals only with formal replies ”.
