Ayudas Madrid will create a specific title for single-parent families
Single-
parent families are
not mentioned even once in the 292 pages of the Budget project of the Department of Social Policy of the Community of Madrid for 2022. On the other hand, the numerous ones do appear, for which an improvement of the benefits that are applied to them through the European funds of the Recovery and Resilience Mechanism.
During the last legislature, that of the failed coalition, at the request of
Citizens,
the processing of a decree began to regulate the recognition of these households headed only by a father or a mother and their accreditation through a card so that they can qualify for similar benefits those of parents with three or more children. The
PP
recovered this commitment in its last electoral program, but has not assigned a specific economic item for next year.
In the Department of the branch they point out that during the process of elaboration of the aforementioned decree the Legal Advisory Commission of the Madrid Government issued
an unfavorable report
because "the figure of the single-parent family is not yet recognized" as such in Spain.
This circumstance was not an impediment for Aragon, the Valencian Community, Catalonia, Navarra, Cantabria and the Balearic Islands to have already approved regional regulations in this regard.
"In any case, a national Family Diversity Law is being processed that will define all types of families, so the logical thing now is to wait for it to be approved," adds a spokesman for the Social Policy area.
Even so, he assures that the "will" of the Government of Isabel Díaz Ayuso is to regulate the recognition of single-parent families whenever possible.
The PSOE criticizes the "excuses"
The explanations of the Community of Madrid are not worth the
PSOE
, which labels them as "excuses."
According to her spokesperson in the Women's Commission of the regional Assembly,
Lorena Morales
, "there are already six autonomous communities that have regulated this issue and when the decree began here it was done knowing that this state law was on the table."
«Mrs. Ayuso, on the one hand, announces that the birth rate is her priority and, on the other, she has no shame in abandoning again
251,400 families from Madrid
, the majority headed by women, precisely at the moment when they need it most, in breach of their own electoral commitment ”, adds the Socialist deputy. For this reason, he urges the regional president to "watch over all families, especially the most vulnerable, not only those that fit into his family model" and appreciates an "ideological residue" in the paralysis of the processing of the decree.
For the
Federation of Associations of Single Mothers
(FAMS), the interruption of this process is "a disgrace". According to its director, Carmen Flores, "this is not wanting to legislate and not having the political will to face a reality that exists" and calls it "institutional violence" that the support that her organization has been demanding from the regional Executive for years to materialize has not yet materialized. that families with only one parent receive benefits similar to those of many.
«We feel ignored, like we are cannon fodder.
I can't understand it, really.
The outrage is total
.
We already saw the light, in fact we asked in May what would happen to the decree because we feared that before the change [of Government] it would disappear and, indeed, our suspicions have been fulfilled.
We have not had any dialogue with the Ministry ”, laments the representative of the FAMS.
Cost calculation
The procedure for the recognition and accreditation of the status of a single-parent family in Madrid was practically completed before the elections on May 4, with a score of reports issued, including the estimate of the cost of starting the process and issuing the accrediting cards, estimated at
708,395 euros
. For this, the hiring of two technicians, 10 administrative assistants and 20 external personnel was foreseen to record the requests.
According to the
Mother
report,
there is only one: single parenthood, gender and child poverty
, prepared by the High Commissioner for Child Poverty, in households headed only by women the
risk of poverty
is 47.3% - compared to the average of the 27% in all families-.
The percentage that rises to 52.3% when other cohabitants reside there.
Less aid to the birth rate than expected
The Community of Madrid is going to allocate in 2022 an item of 25 million euros in the birth aid promised by Isabel Díaz Ayuso during her inauguration, 200 million euros of the annual forecast initially indicated.
As explained in the Ministry of Economy and Finance, the intention is to reach that figure of 250 million euros per year when the program is "already fully deployed."
