Vidar Unnemyr, 13 years old, has the rare diagnosis Fibrodysplasia Ossificans Progressiva (FOP) which means that his muscles and joints are slowly transformed into bones, which makes him very stiff in the body.

Vidar is in need of an electric wheelchair and to get it to Hagaskolan in Umeå, he needs a school bus with a special vehicle.

He gets it from his father who lives outside Umeå, but not from his mother who moved to Vännäs this spring.

Umeå municipality does not grant school transport from guardians who are registered in another municipality.

Vännäs municipality, in turn, can not even process the application for school transport, since Vidar is not registered in Vännäs.

- It is wished that there had been warning signs that children with disabilities should never live outside the municipality.

There are lots of people who commute between Umeå and Vännäs, but it is apparently impossible if you have children with disabilities, says Elin Unnermyr.

"A panic situation"

Elin Unnermyr says that she would have liked to have stayed in Umeå, but that housing prices there did not make it possible.

- Vidar needs space for its aids and lives on the ground floor, which made it difficult to stay in the apartment we lived in. And I do not have the financial opportunity to buy a house in Umeå that is adapted for Vidar, she says.

She has appealed the Umeå municipality's decision not to grant Vidar a school bus from Vännäs, but the negotiations stalled and now the case has been passed on to the Administrative Court.

While waiting for a verdict, Elin has reduced her working hours in order to be able to drive Vidar to school herself.

In addition to lost income, this means that he cannot bring his electric wheelchair to school.

- He can still walk, but he has a greater and greater need to sit in the electric wheelchair.

When he does not have it, he does not hang out with his friends when they run away, which leads to exclusion and he gets tired in the body as well.

Not to mention the risks.

We are in a panic situation now, it is difficult every day, says Elin Unnermyr.

The municipality follows the Administrative Court

Maria Runarsdotter, head of the office at the education office in Umeå municipality, does not want to comment on the matter until the Administrative Court has made a decision.
