According to him, the Russian position is that any normalization of relations can take place only with the unconditional return to Russia of all its property.
He noted that the issue of diplomatic property for Moscow is the most acute irritant in relations with the United States.
He also said that Russia is demanding compensation for the simple seizure of diplomatic property in the United States.
