Hardly anyone has ever doubted the importance of the periodic safety report - and yet it was more than 15 years before it was reissued.

The Federal Ministry of Justice and the Federal Ministry of the Interior (BMJV and BMI) presented the study on Friday.

It gives a comprehensive overview of developments over the past few years.

A case ends up in the police crime statistics as soon as the police hands it over to the public prosecutor - regardless of how the proceedings end. This is one of the reasons why the informative value of the crime statistics is limited. However, it is only one statistic of many that have been included in the safety report. The conviction figures also suggest a general decline in crime. For male adolescents and adolescents, they were roughly halved between 2007 and 2019. Male adult Germans were most frequently registered among all suspects in recent years. The proportion of foreign suspects increased from 2009 to 2019 from 21.1 to 34.6 percent.

Property crimes in particular have decreased, according to the report.

But there has also been a significant decrease in the so-called bright field in the case of serious violent crimes;

the bright field includes what has become known to the police.

Crimes against police officers, on the other hand, have increased.

The authors point out, however, that a comparison with previous years is only possible to a limited extent after several legislative changes.

Police violence proceedings mostly dropped

According to the study, “only a few reliable data” are available on the extent of unlawful violence by police officers; Only the public prosecutor's statistics can be found in this regard. For different areas of crime, they show the way in which investigative proceedings were carried out. In areas of crime other than unlawful violence by police officers, the average recruitment rate in 2019 was just under 30 percent. In police violence proceedings, around 90 percent of the proceedings were terminated. According to the study commissioned by the BMJV and BMI, these are the "rule". On the one hand, the authors attribute the high recruitment rates to unjustified reports, "on the other hand, to the possible effect of institutionalized norms of action in the police and public prosecutor's office".Overall, the information basis must be improved.

The report found an increase in right-wing crime.

The number of anti-Semitic crimes also increased continuously from 2015 to 2019.

The public prosecutor's investigation has increased by leaps and bounds since 2015.

The safety report is based on descriptive and analytical research involving criminologists, sociologists and psychologists.

It goes far beyond the figures recorded in the individual statistics.

"If you want to fight crime effectively, you have to know its manifestations and causes," said the acting Federal Justice Minister Christine Lambrecht (SPD) on Friday.
