  At the special meeting to commemorate the 20th anniversary of the establishment of the Security Council’s Counter-Terrorism Committee, Geng Shuang pointed out that counter-terrorism must abandon “double standards” and set aside geopolitical considerations and ideological prejudices.

For terrorist organizations and individuals designated by the Security Council, all countries are obliged to implement resolutions and strictly enforce sanctions.

With regard to urgent issues such as the repatriation of foreign terrorist fighters, a solution should be formed as soon as possible.

  Geng Shuang said that the Security Council’s Counter-Terrorism Committee, the Counter-Terrorism Executive Directorate, and the United Nations Counter-Terrorism Office should give full play to their respective advantages and focus on tackling problems such as the abuse of networks and emerging technologies by terrorists, the diversification of terrorist financing, and the confluence of terrorist extremism and organized transnational crime. Support countries to strengthen information sharing and experience exchange, and carry out judicial cooperation.

  He said that to deal with terrorism, we must adopt comprehensive measures such as politics, economy, and justice, and work to eliminate the root causes of terrorism.

The results of Afghanistan’s 20 years of counter-terrorism have once again demonstrated that it is difficult to completely eliminate terrorism by relying solely on military means.

There have been a number of terrorist attacks in Afghanistan recently, and terrorist forces have taken advantage of the increased risk of chaos.

In order to prevent Afghanistan from becoming a collection and distribution center for terrorists again, all countries should resolutely crack down on terrorist forces such as the Islamic State, Al-Qaida, and the East Islamic Movement. At the same time, they should help Afghanistan restore its economy, improve the humanitarian situation, and completely eliminate the conditions for the breeding of terrorism. .

  Geng Shuang emphasized that the Security Council’s Counter-Terrorism Committee and other United Nations counter-terrorism agencies should optimize the allocation of resources, combine the needs of various countries, and focus their work and resources on developing countries in a targeted manner, and support developing countries to strengthen their anti-terrorism capabilities at the legislative, judicial, and law-enforcement levels. Build and use new technological means to enhance the ability to respond to cyber terrorism and de-radicalization, and strengthen the effectiveness of anti-terrorism preventive actions.

  He said that China supports the Security Council’s Counter-Terrorism Committee in adapting to the new situation, responding to new challenges, and adopting new methods to promote the full implementation of the Security Council’s counter-terrorism resolutions and the United Nations’ Global Counter-Terrorism Strategy.

  After the September 11 terrorist attacks in 2001, the UN Security Council unanimously adopted Resolution 1373, requiring countries around the world to take concrete steps to crack down on terrorism, and set up a special counter-terrorism committee to monitor the implementation of the resolution.
