More wear than hits. Nine months after activating the table for social dialogue, the Government in recent days has lowered its claims in labor matters by going from committing to "repeal" the reform of the Popular Party to undertaking a "huge transformation" of "some parts" through the road map that Brussels marks and after an internal struggle that has damaged the image of the coalition at a decisive moment in the legislature.

The Executive's work in negotiating with social agents is focused on addressing temporality, subcontracting or the search for greater balance between unions and employers. But other relevant aspects, such as severance pay days, "are not going to be touched", since this decision is not part of the Government agreement, although it was present in the electoral program of United We Can, which has made the labor issue one of its main flags this legislature.

This lack has not pleased the parliamentary partners of the coalition - such as ERC, which had asked to recover the 45 days of compensation, as before the reform, or EH Bildu, which this Thursday warned the Executive that if not "repeal" the complete norm will not revalidate the electoral victory - nor to the unions, who ask to "restrict" the dismissal to guarantee the rights of the worker.

The differences between the PSOE and Unidos Podemos were "settled" on Tuesday, when Pedro Sánchez sat down Yolanda Díaz and Nadia Calviño - along with other ministers: María Jesús Montero, José Luis Escrivá and Pilar Alegría - to reconfirm the Government's action on the matter. labor: the term "repeal" was endorsed, as United Podemos defended, although the statement issued to the media later on referred the negotiation to the terms specified in component 23 sent to Brussels.

And what a few paragraphs before was a repeal was finally specified in a "review of the imbalances" of the current labor framework.

This Friday, it is two weeks since United We can alert that the coalition was going through its worst moment as a result of discrepancies related to the labor reform, whose negotiation had been directed so far by the Ministry of Labor. Then, the

denounced "interference" by Calviño, with the aim of monopolizing the management in the final stretch of contacts with social agents.

From United We can it was specified that it did not intend to give in in this internal battle and that it would force the PSOE to comply with the agreement. And so it came off, initially, when both parties came out of the meeting facing the complete end of the labor reform designed by Mariano Rajoy, an idea to which Pedro Sánchez committed himself in mid-October at the 40th Federal Congress of Socialists , but that in recent days they had shunned from the majority member of the Executive.

What was understood at first by some as a

victory

for the acceptance of the term "repeal" was truncated the next day, when Díaz had to recognize that "technically" it is impossible to repeal the labor reform of the PP and that the Government seeks the maximum support in the negotiation to "suppress some aspects" of the current regulations, beyond the "political fetish" that is to speak of "repeal".

From the Ministry of Labor they emphasize that it is not the first time that Díaz assumes that the repeal has margins and will not be total.

This Thursday, given the commotion generated by the umpteenth version of the reform, it affected the corridors of the Congress of Deputies that the project managed by the Government, from the coalition agreement to the plan sent to the European Union, "implies repealing some parts of the labor reform of the PP and transform others ".

The clarification was not there. Shortly after, and before the youth association of the UGT union, he certified that "repealing the reform is not a slogan" and at all costs he will work to find an agreement with all the agents involved, including the employer, as the Executive also demands the European Comission.

Whether it is a slogan or not, the

sector

of the Executive tried to close the controversy on Thursday by pigeonholing the debate as a mere "semantic issue" and not one of content. The Minister of Consumption, Alberto Garzón, even defended the use of the term "repeal", although the remodeling that is going to be undertaken is partial, since the intention, "technically", is "to change articles of the regulation." Two "compatible dimensions", the leader of IU considered valid. At the same time, the socialist sector of the Council of Ministers recommended not to "get stuck" in the terms, as stressed by the Minister of Inclusion and Social Security, José Luis Escrivá.

The government sources consulted defend the strategy of the Ministry of Labor, since Díaz's intention is to "repeal the concept" of the "aggressive" labor reform of the PP through different actions: "Some precepts are eliminated, others are modified, others are added ".

A new labor paradigm, although with common elements with the legislation that it is intended to overcome.

A change of orientation.
