With current legislation, people with substance abuse problems and mental health problems are subject to different laws when they end up in compulsory care.

These are the Addiction Care Act (LVM) and the Compulsory Psychiatric Care Act (LPT).

For those who have both an ongoing addiction and psychiatric diagnoses, a combination that is very common, it is difficult to get help.

The social services are responsible for substance abuse care, while the health service is responsible for psychiatric care - which results in people being transported between different agencies.

Those who have addiction often become without psychiatric care.

Arrived after SVT's review

Following the Assignment review program "Who can save the Truth", which was broadcast in 2018, an inquiry was appointed to improve care.

According to the investigator's proposal, the responsibility for substance abuse care should end up with the regions.

- Most people who receive care for addiction have a serious psychiatric problem, now we propose a division of responsibilities that clarifies that both things should be treated at the same time, says the government's special investigator Anders Printz to SVT News.

Now the investigator is also commissioned to produce a proposal on how the law on compulsory care should be changed.

- We want the investigator to also look at how to merge LPT and LVM, because there are people who can be cared for with each team but sometimes end up between the seats, says Minister of Social Affairs Lena Hallengren (S).

Hallengren: "Unworthy"

Assignment review followed Sanne's tours in care and how she was moved around between different instances.

After the program, all parties in the Riksdag's Social Affairs Committee supported an amendment to the law and called on the government to investigate the issue.

- It has affected me very much, I met Sanne's mother and several other mothers, says Lena Hallengren.

- I am touched by the fact that people may be in a situation where you have two serious conditions.

The inquiry into care for co-morbidity was appointed in 2020 and the task was, among other things, to investigate the advantages and disadvantages of merging the legislation.

The new assignment, to produce a bill for compulsory care, will be reported at the beginning of 2023.
