government has decided to hold the funeral of the late Roh Tae-woo, who served as the 13th president, as the national head of state until the 30th. The government said that it considered both historical mistakes and achievements, but organizations related to the May 18th expressed strong regret.

government announced the policy of President Roh Tae-woo at the Cabinet meeting.
"There are historical mistakes such as the 12/12 incident and the 5/18 democratization movement, but after the election of the direct system, we contributed to the northern policy and considered efforts to pay fines."
Roh, who was sentenced to prison for rebellion, was controversial as to whether he was the target of the national head of state, known for his remarkable achievements and respect, but it is a political decision in consideration of national unity.
However, it was decided not to bury the national cemetery.
Among the past presidents, only the funerals of former presidents Syngman Rhee and Boseon Yoon were held as chieftains, while other former presidents were held in the form of chiefs of staff and national chiefs.
Then, in 2011, when the two funeral forms were merged into the national funeral, the funeral of former President Kim Young-sam, who passed away in 2015, was held for the first time as a national funeral.
