The newly revised "Regulations on Political Work in the Army" clearly states that the political commissar, political instructor, political instructor, and the chief military officer of the unit shall all be unit heads and commanders.

How to implement it in military practice?

The approach of a certain Rocket Army brigade is inspiring-the

instructor must serve as the commander

"The instructor must serve as the commander of the launcher and possess the same military literacy as a company commander!" This is a special rule formulated by a certain rocket brigade for the missile launching unit.

In order to explore the story behind this rule, in mid-October, reporters wandered around the brigade’s launching detachments for several days and interviewed one instructor after another, but they were never able to obtain satisfactory material.

Seeing that the interview was about to be stranded, the news of the Seventh Company’s instructor Zhu Wenyuan returning from vacation opened a window for reporters.

When I arrived at the Seventh Company, it was already past 10 o'clock in the evening. I saw Zhu Wenyuan in the study room, who had returned to the team for less than half an hour.

Zhu Wenyuan told reporters that not long ago, he was transferred from the security team to the launch company as an instructor. This rule in the brigade caused him a strong panic. If it weren't for a family affair, he took a few days off and delayed his study progress. , He can now take the officers and soldiers to practice operations.

Since its establishment, the brigade has insisted on innovating in training methods and tactics. As early as a few years ago, the brigade set out to train non-commissioned commanders.

Over the past few years, the number of commanders of the launching squadrons has been sufficient. Except for company platoon leaders and other military cadres, many backbone non-commissioned officers can take the lead in leading the launching unit to complete fire assaults and live ammunition launching tasks.

There is no shortage of commanders, why do you still require an instructor to serve?

Facing reporters’ doubts, the leaders of the brigade talked about the original intention of this regulation: In recent years, the brigade has extensively carried out the activities of “learning plans, commanding, learning regulations, and training physical skills” to comprehensively improve the military quality of political cadres.

However, this is not enough. Relevant systems and mechanisms must be established to force political cadres to become experts in military work.

Once upon a time, the leaders of the brigade found in investigations that some instructors subconsciously separated political work from military work, and would rather stay in the room all day to "practice the pen" than to go to the training ground to "practice the gun". Over time, He became a "marginal person" or even an "outsider" in the company's training and preparation.

"The instructor is also a commander." Speaking of the dangers of political cadres deviating from military training, Wang Ling, the instructor of an honorary company, was deeply impressed. Even the usual education and commentary work will inevitably make people feel a bit layman.” For this reason, Wang Ling also made an image analogy: always accepting external information from a platform will produce an “information cocoon room”. A political cadre who keeps spinning around in his one-acre three-cents of land will also form a "capacity cocoon", which is tantamount to cocooning himself.

The truth is not profound, but some people still can't turn their minds for a while.

The brigade commander Liu Xiyang, who advocated the implementation of this provision, once said this to the cadres of the brigade, which awakened many chief officials at the grassroots level: "During the Revolutionary War, many senior generals in our army were both military and political, as well as civil and military. It must be clearly realized that the so-called political cadres and military cadres are just different in the division of labor in the revolution. It is'you are mainly responsible for political work and I am mainly responsible for military work' instead of'you only care about political work and I only care about military work.' 'Preparing for war is the main responsibility of all soldiers. Political cadres must learn military affairs, and military cadres must also understand politics."

From the changes in the details of the brigade’s combat readiness plan, the reporter can also feel the concept that Liu Xiyang has said.

In the past, battalion company cadres took over the command, and the deputy battalion commander replaced the battalion commander. If the company commander was sacrificed, the deputy company commander would take over.

Today, the brigade requires military and political leaders to be each other's "first substitute" and shoulder the command responsibilities of each other.

This requirement, like this regulation, has subtly changed the thinking and ideas of the brigade's political cadres.

During the interview, a firepower assault drill kicked off. The reporter noticed that in the brigade command post, there were political cadres on the direction command seat; in the battalion command vehicle, the instructor and the battalion commander were sitting and commanding together; under the missile launcher. , The instructor leads the officers and soldiers to operate accurately...

Following these traces of military training, the reporter suddenly realized: It turns out that the real purpose of the brigade’s promulgation of this rule is to closely follow the practice of preparing for war and to create "command seats" for political cadres and guide them to return to their duties of organizing and commanding wars.

"Of course, political cadres organized and commanded wars, not only referring to military work, but also political work." Not long after, the "fire" command sounded on the battlefield, and Zhu Wenyuan and Wang Ling led their teams to triumph.

The guidance team gave an evaluation of the performance of the two in this exercise——

Command launch: excellent; pre-war mobilization: full score.

Officers and soldiers

Zhou Lusheng, political commissar of a certain Rocket Army brigade: Being able to fight and win battles is the value of soldiers.

The role of political organs and political cadres should not only be embodied in carrying out political work and service guarantee centers, but should also be embodied in training troops, preparing for war, and organizing and commanding warfare.

As early as the war years, our army actively advocated that the military and government should not be separated. Military cadres should learn party affairs and political cadres should learn how to fight.

Today, we must inherit and carry forward this fine tradition, focus on the main responsibility and main business of preparing for war, and actively train more military and political experts to fulfill their responsibilities and missions and win the battlefield in the future.

Chen Qinghai, an officer of the Propaganda Section of a certain Rocket Army brigade: We used to hear complaints from political cadres: every major training mission, although we also thought of carrying out political work amidst artillery fire, we did not have a commanding seat on the front line.

In a sense, the brigade enacted this special rule for instructors, in fact, it created command seats for them.

With this as a traction, the chief political officer of each battalion company can truly integrate into the exercises, launch tasks, organize and implement commands; only when organizing and carrying out wartime organization and propaganda work, can they be closely aligned with actual combat and have a targeted.

It is hoped that all levels can actively research and explore in combination with the actual situation of the unit, so as to create more such battle positions for political cadres.

The instructor of a rocket brigade launching fifth company Long Rise: As a frontline leader, we must recognize our role and positioning.

Take me as an example, that is, to be both a good instructor and a good commander, co-organizing and commanding exercises with the company commander.

In the past few years as the commander of the launcher, I have not only mastered the missile launch command process and some training methods, but also have a deeper understanding of how to better carry out political work in military training and preparation. That is, political work must be solid. To establish prestige, it is necessary to step out of the vicious circle of self-design, self-circulation, and self-inspection, actively explore the mechanism of service-guarantee combat effectiveness construction, and exert a powerful force in combat, training, and non-war military operations.
