All the deputies, also those who are part of the Government, will have to vote again in person from their seats.

The Board of Congress has approved ending the telematic vote, an extraordinary prerogative that arose with the health justification of preventing the 350 parliamentarians from meeting in Plenary during the pandemic, without being able to keep interpersonal distance, but which ended up being a drain for which, in an abusive use of it, many deputies left before time and that the ministers did not appear on Tuesdays or Thursdays.

What does not change yet is the limitation of the capacity during the debates of the Plenary and the committees.

The commitment of the groups remains that there are no more than 75% of the deputies.

The exception will now be during voting, when they will be able to sit 100%.

The validity of the extraordinary telematic vote, which dates back to the beginning of the pandemic, had been much discussed in the last two months with the good incidence data for vaccination.

Especially when more than a month ago the Senate approved putting an end to it and also recovering 100% of the presence of senators for debates and committees.

However, the groups in Congress have resisted that return to normality much more, with the PP practically only insisting on this issue week after week.

celebrated this Tuesday the decision of the Board of Congress because the "rights and guarantees" and the obligations of the deputies to do their work are restored.

Also because, now, the members of the Government who have deputies will have no choice but to go to vote on Tuesdays and Thursdays.

It is a situation that the president, Pedro Sánchez, and the ministers have repeatedly avoided doing since March 2020, going only to the different control formats.

In the opinion of the PP, this was a key element that explained why what could be done in the Senate for a month was no longer done in Congress.

Televoting for illness or a child

The telematic vote will now be reduced to the exceptional cases contemplated in the Congress regulations, and which have to do with serious illnesses or sick leave due to the birth of a child.

But it can no longer be a subterfuge to go home early, especially on Tuesdays, when voting usually takes place after 8:00 p.m.

Sometimes even 9:00 p.m.

That left surprising scenes of a full half-empty.

Well, although the stipulated capacity was 50% or 75% of the members of a group, the reality is that there were days when no one of them voted in person.

When this newspaper addressed the matter, in one of the votes there was not a single representative of Vox, ERC, Cs, PNV, Bildu or Junts.

In contrast to the banks of the PSOE and the PP, which was at half capacity.

It was not an extraordinary scene because it has continued to repeat itself habitually.

Gamarra explained at a press conference that the delay that occurred was part of an attempt to "dilute" the powers and role of Congress in the work of controlling the Executive and for the "constant" desire to "remove relevance" to the camera.

That is why he has expressed his satisfaction that this exception has been ended and normality returns.
