The Madrid Prosecutor's Office warns in the Annual Report for the year 2020 of the

"notable" increase in the most violent and serious crimes committed by minors

and at a very young age, especially in the sexual sphere, those carried out through social networks and related Latino bands.

The data of the Report, which collects the activity of the Public Ministry, have been presented this morning by the superior prosecutor of the Community of Madrid, Almudena Lastra. Present at the press conference were the Madrid chief prosecutor, Pilar Rodríguez Fernández; the Móstoles area prosecutor; Margarita Rossignoli; the prosecutor for the Alcalá de Henares area, María José Parrado; and the Getafe-Leganés area prosecutor, María Jesús Escribano.

The document places special emphasis on the general rise in criminal offenses committed by minors despite the fact that

in 2020 there was a global health emergency situation

due to the pandemic, emphasizing that "not only has there not been a notable decrease in criminal behavior that was perhaps expected, but has increased proportionally, especially with regard to the most violent and serious crimes ".

In the first place, it draws attention to the data of the crimes of homicide and murder, since 18 cases have been registered.

Minors related to Latino gangs are implicated in a third of them, which shows "the continuity of confrontations between rival youth gangs."

Specifically, the number of

proceedings initiated for crimes of injury was 2,027

, especially with the use of a dangerous instrument (197), belonging to a criminal organization (a total of 12), illegal possession of weapons (39 records), and tumultuous fights ( 29).

There has also been an increase in crimes of family violence in minors under the age of 14, being 11.04% (compared to 9.4% last year), with a total of 77 registered cases.

The data in relation to robberies with violence and / or intimidation continues to be maintained, which shows that "the increase in serious behaviors is maintained and, proportionally, increases, because despite the situation, there have been 927 records by such criminal conduct (just 50 less than in the previous year), in 31 of which unimpeachable minors are involved ".

Concern about sexual crimes

Along the same lines, the

Report warns of the increase in crimes of sexual assault registered in the period,

80, compared to 67 in 2019, returning to rates from previous years.

And the records for crimes of sexual abuse remain in even figures, but somewhat lower, 172, compared to 195 the previous year.

Likewise, it states that

the young age at which many of these behaviors occur continues to be worrying,

since in 12 of the cases related to sexual assaults and in 37 of the abuses minors under the age of 14 were involved.

"All of this makes us insist on the possible deficiencies in the family, educational and social spheres -especially, in relation to sexual education," the judicial text underlines.

Another offense that has risen significantly during this period has been the attacks or resistance to authority due to the confrontation with the State Security Forces due to the health restrictions imposed by the coronavirus.

Thus, there have been 273 records, compared to 146 the previous year.

The increase in threats and coercion committed through social networks is also worrying.

There have been 873 crimes of threats, 73 coercion, 128 of discovery and disclosure of secrets, and 67 of possession and distribution of child pornography,

behaviors "many of them committed through the network and that begin at a very early age, due to the increasingly early use of new technologies ".

The Prosecutor's Office maintains that it is necessary to continue working with young people, from all areas, but especially educational and social, in order to achieve "a better and greater understanding of the risks of an inappropriate and excessively early use of new technologies and social networks".

Gross disobedience

Confinement and sanitary restrictions with the consequent reduction in social activity affected the evolution of crime in the region.

Regarding specific trends, the

increase in crimes against the public administration stands out,

which have experienced an increase of 106.34%.

More specifically, it is the crime of resistance or serious disobedience and / or attack that has gone from 71 crimes in 2019 to 200 in 2020, which represents an increase of 181%.

The crimes of administrative prevarication have also experienced an increase of 41.30%,

a figure closely related to the decisions taken by those responsible for managing the health crisis, which certain individuals and / or groups consider arbitrary.

On the other hand, crimes against public health suffer a decrease, 12.2% because, despite confinement and mobility restrictions, criminals have found alternative formulas to be able to sell.

Similarly, crimes against sexual freedom have dropped by 2.51%;

specifically the most serious by 38%, which indicates that containment measures may be the reason for this decrease.

In 2020 there were 16 completed homicides in Madrid, while in the rest of the region there were 23, which represents a total number of 39 completed homicides (there were 33 in 2019 and 38 in 2018), "significantly worsening the positive data that the capital, both in absolute numbers and in gender violence ".

Sexist violence

Regarding gender violence, a total of

26,441 procedures

have been initiated

in the area of ​​gender violence,

of the 15,139 (57.2%) were in Madrid capital.

In relation to 2019, in the capital there has been a decrease of 12.83%.

During 2020, at least 1,073 women have availed themselves of their right not to declare in the investigation process.

It has also occurred during the oral trial phase.

In this sense, the Report states that of the 918 acquittals that were handed down this year in criminal courts, 429 times, the victims availed themselves of their right not to testify denying the facts on at least 24 occasions.

In another matter addressed in the Report, the Prosecutor's Office makes special mention of the situation of the

Foreigners Internment Centers (CIE),

noting that in general terms "the facilities present an acceptable state of conservation and cleanliness."

However, he points out that there is a progressive deterioration derived from the use and constant influx of people, "the infrastructure and equipment of the center not being the ideal ones to accommodate such a significant number of people, being necessary in our opinion

the construction of a a new larger center,

made up of ample facilities adapted to the needs of the inmates, to adequately guarantee their rights and well-being ".

Specifically, it points out that it has been observed that some of the deficiencies and shortcomings observed in previous years and brought to the attention of the governmental authority persist.

He mentions that a total rehabilitation work of the center is planned to be carried out at the end of 2021, included in a global SIEPSE project that affects all CIES, and it is to be hoped that this will definitively end such deficiencies and deficiencies.
