"A bear den was found 30 m west of the scene, next to which there were traces of blood and many cartridges," the ministry's press service reported.
They also found the body of a deceased man and a three-four-year-old female bear shot to death.
The state hunting department added that in the motor boat on which the fishermen sailed, the police found and seized a smooth-bore unregistered 20-gauge rifle.
A pre-investigation check is underway.
Earlier it became known that the bear attacked three residents of the Uvat district in the forest of the Tyumen region.
The incident took place on October 19.
The bear reportedly suddenly attacked three men - 41, 48 and 23 years old - who were returning from fishing through the woodland.
