ERC announced this Thursday a pact "with the Ministry of Universities, the PSOE and United We Can" that will allow, among other things, to protect the pro-independence student protests in Catalan universities.

The nationalist formation had submitted an amendment to the entire University Coexistence Law but has finally agreed to withdraw it "after reaching an agreement" to modify this norm, which establishes a new legal framework of sanctions for students and replaces the current regulation , dating from 1954.

ERC deputy Marta Rosique explained in the Plenary of Congress that they have reached "an agreement that substantially changes the text", since "this time it shields university autonomy, allowing universities their own regulatory development, and the rights of mobilization of the student body, establishing that the right of demonstration, association, assembly and strike is always guaranteed, because it is a superior principle that must govern university coexistence ".

With the law in its current drafting, student protests that force the suspension of classes or in which there are pickets that do not allow students to enter the classroom are considered serious offenses, punishable by up to one month of expulsion from the university and the loss of registration rights. The pro-independence protests that took place in the 2019 Catalan universities against the sentence of October 1 and other acts aimed at "preventing the holding of university teaching, research or knowledge transfer activities" are framed here.

ERC sources explain that in the next few days they will release the texts of the joint amendments, but Rosique has already advanced this Thursday that "the agreement resolves the persecution of the pickets and murals." Thus, he has implied that students will be able to put up banners or make political graffiti without these behaviors being classified as a minor offense, within the "acts that do not seriously deteriorate the assets of the university's patrimony" .

In explaining the reasons for its amendment to the whole, ERC claimed that "scrupulous respect for the autonomy and self-organization of the university community is as important as avoiding the repressive impulses of the authorities with the student movement, a community that, historically, it has been essential for the promotion and impulse of critical thinking ".

In recent years, the main student protests in Catalan universities have been related to the

and have occurred without sanctioning those responsible, silencing any other type of expressions. Proof of this is the attack a few days ago on the information tent of the constitutionalist students of the association S'ha acabat! at the Autonomous University of Barcelona, ​​which has not received a response from university officials.

Also important is the other assignment that ERC has obtained, by which universities are allowed to carry out "their own normative development" of discipline. This party wanted the campuses themselves to be able to develop the rights and duties of the students and "regulate the mechanisms for their guarantee" through their statutes and rules of organization and operation. Judging from Rosique's words, it seems that the parties of the coalition government have acceded.

Once the ERC obstacle has been overcome, the University Coexistence Law project has gone ahead, since the amendment to the totality that the PP had presented has obtained the rejection of the PSOE, United We Can and the nationalists, so it will now begin its parliamentary process in the Commission of Universities, where the amendments of modification will be presented.
