The Cabinet of Ministers supported the project to ban surrogacy services for foreigners

"The government of the Russian Federation supports the bill, subject to its revision before the State Duma considers it in the first reading," the response says.

In June, the deputies submitted a bill to the lower house of parliament.

The explanatory note noted that "the bill provides for the introduction of a ban for foreign citizens and stateless persons to use the institution of surrogate motherhood on the territory of the Russian Federation."
