Russian Foreign Minister Sergei Lavrov said that Russia is calling on the Taliban to form an inclusive government with the participation of all political forces.

“The task of achieving sustainable peace in Afghanistan is still urgent,” the minister said at the opening of the third Moscow format meeting on the situation in Afghanistan.

As noted in the Foreign Ministry, the meeting was attended by special representatives or officials from Russia, China, Pakistan, Iran, India, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, as well as a high-ranking delegation of the Taliban movement *.

Lavrov stressed that Moscow sees the guarantee of a successful solution to this problem in the formation of "a truly inclusive government, which should fully reflect the interests of all not only ethnic, but also the political forces of the country."

According to the minister, during the meeting, in particular, the observance of the rights and freedoms of Afghan citizens was discussed.

“The support of the masses, of course, is associated with a competent social policy, the observance of the fundamental rights and freedoms of citizens.

We spoke in detail about this with the delegation of the Taliban movement just before the opening of the meeting, ”Lavrov said.

The minister also said that Moscow calls on the Taliban movement to prevent the use of the territory of Afghanistan as a springboard for actions against neighboring countries.

"Strictly follow the line of preventing anyone from using the territory of Afghanistan against the interests of third countries, first of all, of course, against the immediate neighbors of Afghanistan, the countries of Central Asia, our friends and allies," said the head of the Russian Foreign Ministry.

In addition, according to Lavrov, the UN should play a central role in resolving the situation in Afghanistan.

“We are convinced that the United Nations should play a central coordinating role in consolidating international efforts in the Afghan direction,” Lavrov said.

He expressed the hope that the collective appeal of the countries participating in the Moscow format to the leadership and all members of the UN, promulgated at the end of the talks in Moscow, will be heard.

Summing up the results of the meeting, the Russian president's special envoy for Afghanistan Zamir Kabulov noted that international recognition of the movement's power may come when it meets the expectations of the world community.

Taliban representatives noted that the meeting in the Moscow format was held in a positive manner.

Mohammad Anas Khakani, a spokesman for the Taliban's political office in Doha, told RT Arabic that the conference was "very fruitful" for the new Afghan government at this stage.

“The meeting was very positive, as all the states participating in it promised that they would provide the necessary humanitarian assistance and political support to the Afghan people and the new government.

We are happy about this and hope that this will be a good move for the next stage, ”said Khakani.

He stated that the Taliban are committed to an agreement under which the Afghan authorities will not allow the republic's territory to be used against anyone or against the security of any country in the world.

The Taliban also noted that the movement is doing "everything necessary to ensure security in the country."

Let us recall that the situation in Afghanistan was destabilized after first the United States and then the NATO countries began to withdraw their military contingent from the republic.

Against the backdrop of these events, the confrontation between the Taliban and the Afghan government forces intensified.

As a result, the Taliban managed to gain control over almost the entire territory of the state.

Afghan President Ashraf Ghani subsequently fled the country.

In mid-October, Vladimir Putin spoke about interaction with the Taliban government.

The Russian leader urged "not to rush" with the recognition of the country's new authorities, while noting the need for dialogue.

“There is no need for now to rush with the official recognition of the Taliban.

We understand that we need to interact with them, but we must not rush into this either, ”Putin said during a meeting of the Council of CIS Heads of State.

Putin noted that "the transitional government formed by the Taliban, unfortunately, does not reflect the entire palette of Afghan society."

At the same time, the Russian leader drew attention to the fact that plans have been announced in Afghanistan to hold general elections, and measures are being taken to resume the normal work of government bodies.

“Together within the framework of the CIS, we will undoubtedly monitor that these promises are supported by deeds, monitor this,” the president said.

Speaking about the situation as a whole, Putin noted that the current situation in Afghanistan "carries risks for Central Asia and for the entire CIS space."

The President added that there are about 2,000 ISIS fighters in northern Afghanistan alone **.

“Their leaders are hatching plans to spread their influence on the Central Asian states, on the Russian regions, bet on inciting ethnic and confessional conflicts and religious hatred.

Terrorists are trying to penetrate the territory of the commonwealth, including disguised as refugees, ”Putin said.
